This is a typical case of the county anchoring the "two guarantees", closely following the "ten major strategies", firmly grasping the "ten main tasks", fully implementing the spirit of the Sixth Party Congress of Shangqiu City, focusing on the "three batches", and fully promoting the high-quality development of the development zone.
It is reported that the county regards the problem resolution rate and enterprise satisfaction rate of the development zone as an important indicator to measure the effectiveness of the implementation of the spirit of the municipal party congress, adopts the method of fixing people, responsibilities, and enterprises, implements accurate docking services, refines the key problems that need to be solved, classifies the collected problems, accurately cracks, and makes every effort to solve the difficulties and problems of enterprises. At present, 265 key enterprises and key projects in the county have achieved full coverage of zero-distance services.
Compared with the requirements of high-quality development, the county found that there are still some problems in expanding opening up, project construction and high-quality development of development zones: the overall level of opening up is not high; the correlation of the industrial chain is not high; the cultivation of clusters needs to be strengthened urgently; the overall progress of project construction is unbalanced; the project reserve is less; and the early stage of the project is longer.
"In view of the existing problems, Xia Yi will focus on the key points and keys, make precise efforts, and promote the expansion of opening up, project construction and the upgrading of the quality and efficiency of the development zone." Xue Fenglin, secretary of the county party committee, said.
Expanding opening up is a key measure to optimize the industrial structure and enhance industrial support. Xiayi will open up a new road for high-quality development by comprehensively deepening reform, cultivate new advantages by promoting institutional opening-up, give new momentum to a first-class business environment, implement a more proactive opening-up strategy, and form an all-round, wide-ranging and multi-level opening pattern. The project is a series of unique, complex and interrelated activities, Xia Yi will use the project to dominate the overall economic work, expand the opening up through project construction, and promote the high-quality development of the development zone. The development zone is the carrier and platform for further expanding opening up and project construction, and Xia Yi will promote the "trinity" as a whole.
Talking about how to comprehensively promote the high-quality development of the development zone, Li Hao, the county magistrate, said that it is necessary to do five things well.
Implement industrial chain investment promotion. Seize the national strategic opportunities such as the "Belt and Road" and integrate into the new development pattern of double circulation. Focusing on the two leading industries of Xiayi textile and garment and equipment manufacturing, extending to upstream supporting and downstream products, a number of new types of spinning and weaving, high-end dyeing and finishing, fashion clothing, high-end equipment and other enterprises have been introduced to continuously expand the industrial scale. Focus on building a strong chain, cultivate and develop emerging industries such as pharmaceutical manufacturing and intelligent equipment, achieve forward-looking layout, and lead the way.
Implement the "three major transformations". The county finance will integrate the establishment of special funds for the high-quality development of the manufacturing industry and continue to support enterprises to implement the "three major transformations". Implement industrial base reconstruction projects, deeply implement the "one-stop" plan for key products and processes in basic fields, support upstream and downstream enterprises and R&D institutions in key industrial chains to form consortiums, and carry out collaborative research around technology research and development, standard formulation, mass production, demonstration and promotion, and promote iterative upgrading of product applications. Implement the enterprise echelon cultivation project, establish a special new enterprise, a single champion enterprise, and a "little giant" enterprise cultivation library, build a ladder growth and cultivation mechanism for enterprises, and strive to identify more than 20 provincial specialized new enterprises and more than 1 national specialized new "little giant" enterprise by 2025.
Implement digital transformation. In accordance with the principle of "combining construction and use, moderately advanced", we will promote new infrastructure projects such as 5G networks and big data centers, develop future networks such as 6G, and accelerate the construction of a new digital infrastructure system based on communication networks, with data and computing facilities as the core, and converged infrastructure as a breakthrough. By 2025, 5G base stations will reach 1500, basically meeting the needs of application scenarios.
Do a good job of "three outside" work. In terms of attracting foreign investment, we aim at key regions such as Southeast Asia and strive to introduce a number of foreign-funded projects with good growth and high fit with the positioning of Xiayi. In terms of promoting foreign trade, we will fully implement the foreign trade support policy and help enterprises make full use of special funds for foreign trade development. In terms of the development of foreign economic and economic cooperation, we will make good use of economic and trade cooperation platforms such as the Ciie Expo, the Xiamen Fair, the Canton Fair, and the ASEAN Expo, organize foreign economic enterprises to participate in the exhibition, participate in the "Belt and Road" docking and exchange activities, and deepen all-round multi-level and wide-ranging economic and trade cooperation with countries and regions along the route.
Increase the intensity of investment attraction. Strengthen the use of business to attract business, give full play to the media role of existing enterprises and merchants, actively extend the upstream and downstream industrial chain, and make every effort to make textile printing and dyeing, clothing and home textile processing, intelligent equipment, auto parts, biomedicine and other leading industries bigger and stronger. Strengthen the investment promotion of all employees, highlight the leadership of leading cadres, led by county leaders, set up five local investment promotion offices in the Yangtze River Delta, Pearl River Delta, Beijing-Tianjin-Hebei, Southeast Fujian, Sichuan and Chongqing, implement "one-to-one" and "point-to-point" docking, strive for the overall transfer of enterprises, and ensure the high-quality completion of investment promotion tasks.
