Hefei, 22 Oct (China News Network) -- A reporter learned from the Department of Natural Resources of Anhui Province on the 22nd that the "Opinions on the Establishment of the Field Chief System" recently issued by the province made it clear that by the end of this year, Anhui will establish a five-level responsibility system for the field chief system and related supporting systems at the provincial, municipal, county, township, and village levels, and the provincial general field chief will be served by the secretary of the provincial party committee and the governor.

In order to thoroughly implement the decision-making and deployment of the Party Central Committee and the State Council on strict farmland protection, and to stabilize the political responsibility of Anhui Province to ensure national food security, the Anhui Provincial Party Committee and Provincial Government recently issued the "Opinions on the Establishment of the Field Chief System" (hereinafter referred to as the "Opinions"), proposing that by the end of 2021, a five-level responsibility system for the field chief system and related supporting systems at the provincial, municipal, county, township and village levels should be established, and a new mechanism for farmland protection from horizontal to edge, vertical to the end, and full coverage without dead ends will be formed. By the end of 2025, the supporting system of the field chief system will be further improved, the working mechanism will be further improved, and the quantity of cultivated land and permanent basic farmland will be undiminished, the quality will be improved, and the layout will be stable, and the target tasks such as the amount of cultivated land, the area of permanent basic farmland protection, and the construction of high-standard farmland will be completed.

The "Opinions" require that the provincial, municipal, and county levels set up a general field chief, a deputy general field chief, and a field chief, a field chief, and a field chief, and a village level. The provincial general secretary of the provincial party committee and the governor of the province shall be the deputy secretary of the provincial party committee and the vice governor of the provincial government in charge of natural resources, agriculture and rural work. The provincial-level field chief is served by the responsible comrades of the provincial party committee and the provincial government, and the city is the unit to clarify the area of responsibility. Provinces, cities and counties (cities, districts) shall set up offices under the field chief system, which shall be located in the natural resources departments at the same level.

The "Opinions" clarified the work responsibilities of field chiefs at all levels and the offices of the field chief system, and put forward eight main tasks, such as strict planning and control, resolutely curbing the "non-farming" of cultivated land, strictly controlling the "non-grainization" of cultivated land, implementing high-standard farmland construction, promoting the improvement of cultivated land quality, strengthening information disclosure, strengthening information supervision, and strictly supervising farmland protection.

The "Opinions" emphasize that party committees and governments at all levels are the main body responsible for implementing the field chief system, and it is necessary to formulate an implementation plan for the field chief system at their own level in light of actual conditions, implement the same responsibility of the party and government, and establish a coordinated linkage and strong support system. The implementation of the field chief system will be included in the comprehensive assessment of party and government leading bodies and leading cadres, and the assessment of the government's responsibility for farmland protection.
