Zhangjiang Science City will build a master-gathered source of scientific and technological innovation, a hard-core-led high-end industrial growth pole, an innovative ecological community of co-governance and sharing, and a vibrant international urban demonstration area, and strive to become a world-class science city.
Optimize the layout of regional functions
Recently, the team from the Shanghai Light Source Center has made important progress in the research of X-ray free electron laser oscillators and proposed a theoretical method for generating vortex X-rays. Not long ago, the relevant results were published in the form of a research bulletin in the authoritative journal of the Optical Society of America, Optics, which is also the first research result in the physics of X-ray free electron laser published in the journal.

Independent innovation is Zhangjiang's original mission, and more "hard-core" scientific research achievements will be born here in the future. According to the plan, during the "14th Five-Year Plan" period, Zhangjiang Science City will optimize and adjust the overall space of science city around the strategic goal of building the core bearing area of Shanghai Science and Technology Innovation Center, and the planning area will be expanded from the current 95 square kilometers to about 220 square kilometers.
"One heart": that is, the sub-center of Zhangjiang City. Strengthen the characteristics of scientific and technological innovation, gather high-level public service facilities, and create an international, high-quality, dynamic and open science and technology innovation city sub-center.
"Two cores": that is, the "one main and one pair" scientific and technological innovation core in the north and south of Zhangjiang Science City. The northern science and technology innovation core is based on the national laboratory and the future science center, and the southern science and technology innovation core is based on the international medical park to jointly enhance the innovation source capacity of Zhangjiang Science City.
"Multi-circle": Combined with the layout of industrial groups and life groups such as subway stations and industrial nodes, a number of high-end industrial bases and industrial communities are built with high quality, and the full coverage of 15-minute community life circles is promoted, and an intensive and compact multi-group space layout with mixed functions is constructed.
"Multi-corridor": Incorporated into the North Cai wedge-shaped green space, Huanglou ecological wetland, relying on the Chuanyang River, North Henghe, Xiantang Port, Pudong Canal and other urban ecological corridors, the formation of "three horizontal, three vertical, blue and green interweaving" ecological spatial pattern.
Hou Jin, full-time deputy director of the Shanghai Branch, said that at present, The Zhangjiang National Major Science and Technology Infrastructure Cluster has gathered 14 national major scientific and technological infrastructure covering photonics, life sciences, marine, energy and other fields, and the number of facilities, investment amount and construction progress are leading the country, and the service users are all over the world. After the expansion of Zhangjiang Science City, it will further release the industrial space, optimize the functional layout, and carry more core links of the industrial chain and innovation chain.
Promote more comprehensive reforms

The research and development of "one pill" is most likely to lack funds first. Pudong "blossomed at multiple points" in Zhangjiang, laid out a biomedical public R&D platform, and greatly reduced the operating costs of small and medium-sized pharmaceutical R&D enterprises by issuing "scientific and technological innovation vouchers". Entering the experimental stage, biomedical research and development often needs to import a large number of reagents and special drugs, and the cross-border science and technology innovation supervision and service center set up by Zhangjiang has opened up a "green channel" for science and technology customs clearance, and cross-border research and development has also been further accelerated. In the production stage, the drug marketing authorization holder (MAH) system, which was founded in Zhangjiang, allows the production and expansion of new drugs to run out of acceleration.
Through institutional innovation in the whole chain, Zhangjiang used reform to promote the entire biomedical industry to jump up. Today's Zhangjiang Science City is home to more than 1,000 biomedical companies, more than 20 large pharmaceutical manufacturers, and more than 100 R&D institutions. Since last year, a number of global first drugs have come out of Zhangjiang and gone to the world.
Nowadays, Zhang Jiang is leading the guidance of the "Opinions" of the district to explore more comprehensive reform matters such as the development of in vitro diagnostic reagents by qualified medical institutions in accordance with relevant requirements; the establishment of a management service platform for enterprises to develop imported trace consumables, and support in terms of import licensing, customs clearance facilitation, and allowed distribution. "We are also researching new mechanisms for scientific and technological enterprises to work with scientific research institutions such as universities to accelerate the research and development of key technologies, and encourage more enterprises to accelerate the transformation of scientific and technological achievements and improve the level of the industrial chain."
Try to release spillover effects
In 2006, Shanghai renamed the original "Shanghai High-tech Development Zone" with the layout of one district and six parks to "Shanghai Zhangjiang High-tech Industrial Development Zone". Since then, the brand of Zhangjiang has also expanded from the geographical Pudong "Xiaozhangjiang" to the "Dazhangjiang" throughout the city's administrative districts, forming the current pattern of one district and twenty-two gardens.
Pudong's high-level reform and opening up is a major event in Shanghai, and the whole city should resonate at the same frequency and coordinate efforts. Zhangjiang Science City should not only "go all out to strengthen the innovation engine", but also try its best to release spillover effects, boost the various Zhangjiang branches in Shanghai to combine their respective resource endowments and basic conditions to develop characteristic industries and leading industries, so that the city's scientific and technological innovation has changed from a unique color to a full garden of spring.
After the release of the "Opinions" of the leading district, Shanghai Ke founded the first time to formulate the "six first" development strategy, that is, to strive to be the forerunner of reform and innovation, to be the forerunner of original innovation, to be the forerunner of industrial innovation, to be the forerunner of open innovation, and to be the forerunner of party building innovation. According to the plan, by the end of the "14th Five-Year Plan", the total industrial output value of the "Dazhangjiang" strategic emerging industries will reach 1.1 trillion yuan, the number of high-tech enterprises will reach 15,000, the cumulative number of newly listed enterprises will be 100, and the R&D expenditure of enterprises will account for 7.5% of GDP. By 2035, the "Dazhangjiang" innovation source will become the main engine driving high-quality development, major industries will enter the high-end of the global value chain, and high-tech parks with global important influence will be built in an all-round way.
