The "Planning" clearly puts forward six major development indicators by 2025: Pudong's total social R&D investment will increase by more than 10% per year, more than 250 science and technology public service platforms at or above the municipal level, more than 50 high-value invention patents per 10,000 people, more than 200 innovative incubators, more than 2,000 high-tech enterprises will be newly identified every year, and more than 100 various science popularization bases.

The newly released "Planning" also draws a roadmap for accurate services for enterprise growth.
