In the "Several Measures", it is mentioned to improve quality and cultivate excellence, and build a jilin brand of skills. Three concepts are proposed, namely the construction of the "Jilin flagship" for the development of vocational education, the creation of the "Jilin Highland" of vocational education culture, and the innovative "Jilin craftsman" cultivation model.

Promote the transformation and upgrading of vocational education groups, and support the construction of 20 exemplary vocational education groups that are closely connected with the industry and operate in a physical way. Encourage schools and enterprises to adopt the form of joint-stock system and mixed ownership, and support the construction of 50 exemplary modern industrial colleges with deep integration of industry and education. Focus on cultivating a number of pilot enterprises that integrate industry and education.
