In the "Several Measures", it is mentioned to improve quality and cultivate excellence, and build a jilin brand of skills. The content involves the integration of industry and education, vocational training, rural revitalization, community, education for the elderly and open cooperation.

Deepen the integration of industry and education. Promote the transformation and upgrading of vocational education groups, and support the construction of 20 exemplary vocational education groups that are closely connected with the industry and operate in a physical way. Encourage schools and enterprises to adopt the form of joint-stock system and mixed ownership, and support the construction of 50 exemplary modern industrial colleges with deep integration of industry and education. Focus on cultivating a number of pilot enterprises that integrate industry and education. Promote the integration of Changchun Vocational Education Park with cultural industries and create a characteristic brand of cultural development, Jilin Vocational Education Park and the National General Aviation Industry Comprehensive Demonstration Zone explore the development model of "dual-district integration", Liaoyuan Vocational Education Park focuses on the urban transformation and innovation of "market guidance, government coordination, enterprise operation, and diversified participation" school-running model, and Siping Vocational Education Park is integrated into the construction of "Changping Integration". Expand vocational training. Implement the statutory responsibility of vocational schools to implement both academic education and training, encourage vocational schools to carry out subsidized training and market-oriented social training, carry out various forms of training for in-service employees, active military personnel, retired soldiers, migrant workers in cities, transferred personnel, urban and rural unemployed people, disabled people, rural practical talents and other groups, and encourage vocational schools to carry out training on brand characteristics such as ice and snow tourism, e-commerce and home economics. A certain percentage of training income is allowed to be included in the school's public funds, and the school training workload can be converted into a certain proportion of the full-time student training workload.
