"Wuding County, Chuxiong Prefecture, Yunnan Province, was one of the 27 deeply impoverished counties in the province in 2019, and the only one in Chuxiong Prefecture. The county covers an area of 3322 square kilometers, more than 97% is mountainous, more than 1800 meters above sea level, and the land space that can be used for the development of industry is very small, and only in a small part of the area can the development of breeding and breeding. Soon after arriving in Wuding County, Gu Cheng found out the local situation.
In the process of promoting consumption poverty alleviation, Gu Cheng has been thinking about the industrialization of local agricultural products. "Growing vegetables and fruits is only the most basic labor income. In order to make farmers rich, it is necessary to further increase the added value of agricultural products through deep processing, so as to bring higher economic benefits to local farmers. In 2019, Gu Cheng, who has just been appointed deputy director of the Wuding County Poverty Alleviation Office, under the leadership of Zhou Wei, a cadre of Shanghai Aid Dian, a member of the Standing Committee of the Wuding County CPC Committee and deputy county governor, inspected the current situation of vegetable cultivation in Gaoqiao Town. Subsequently, there was the idea of establishing a deep processing warehousing and logistics base next to the planting base.
In May 2020, the Hudian Poverty Alleviation Collaborative Agricultural Industry Logistics Project was officially launched. From land use approval, warehousing and logistics equipment procurement to power supply application, Gu Cheng conscientiously does every link to promote the landing of the project. In August 2020, the project was completed, realizing the integrated operation of agricultural product processing and packaging and cold chain logistics. Through the signing of asset lease agreements with leading poverty alleviation enterprises, the enterprises are responsible for the daily operation and management of the logistics base, and the asset lease payment is paid on schedule, which broadens the channels for the masses to increase income, and it is expected to obtain an annual asset income of 225,000 yuan, benefiting 9,130 farmers and a total of 35,309 people. At the same time, the logistics center has also driven the development of the agricultural industry in the surrounding areas, and the fresh vegetables in Wuding County can cross thousands of kilometers in 50 hours to supply Shanghai's Haidilao, Hema and Market Openers, etc. Plateau vegetables have become a "green bank" for the local people to increase their income and become rich.
Compared with improving the quality on the basis of existing agriculture, it is more difficult to open up new channels for increasing income from scratch.
During an inspection of Shuangbai County, Gu Cheng found that the plateau could even breed aquatic products such as sea bass and hairy crabs, with significant economic benefits. "At that time, I thought, Wuding also has multiple plateau reservoirs, can we introduce similar projects?" In order to verify the operability of his ideas, Gu Cheng immediately contacted professionals and visited Wuding County several times.
Kung Fu pays off. At the deserted reservoir in Tanglang Village, Maojie Town, professionals assessed and concluded that the environment was suitable for sea bass farming. But in the face of new industries that have never been exposed, local farmers worry that the input may be lost. While researching, Gu Cheng answered questions for everyone and dispelled everyone's concerns. By the end of 2020, the perch breeding base will be completed and put into use. "In about a year, the first fry can grow, and then not only will there be an extra dish on the table, but there will also be a new growth point in income." Gu Cheng said.
In Gu Cheng's view, the most taboo thing for poverty alleviation cadres is to be "commanders" and only supervise and not fight. The work of poverty alleviation is tense and busy, and the cadres of the county organs are almost non-stop all year round, and due to the large number of work during the day, all kinds of meetings can only be held at night, and sometimes even until late at night. Poverty alleviation work also often requires going to the countryside to check the project construction and other situations, the round-trip journey sometimes takes 7 to 8 hours, the mountain road is steep, there are many curves and it is easy to get motion sickness, but Gu Cheng lightly said that "everything is fine."
Gu Cheng played the vanguard and exemplary role of party members, and also enhanced the cohesion and combat effectiveness of the team. In the main battlefield of the battle against poverty, Gu Cheng, together with local cadres and masses, moved forward with one heart.
According to statistics, since The signing of the Poverty Alleviation Cooperation Agreement between Chuxiong Prefecture and Jiading District on December 28, 2016, the two places have built and continued to build 277 poverty alleviation projects, including the Construction Project of the Vegetable Base of the Hudian Poverty Alleviation Cooperation Plateau, the Construction Project of agricultural industry logistics, and the construction project of mopanshan Breeding Community in Shishan Town, which has effectively promoted the development of the local agricultural economy and promoted the increase of farmers' income. On May 16, 2020, the People's Government of Yunnan Province approved Wuding County's withdrawal from the sequence of poverty-stricken counties, and Wuding County achieved the goal of poverty alleviation in the whole county with the results of "zero wrong withdrawal", "zero missed evaluation" and 98.23% of the recognition of the masses.
"Successful poverty alleviation is not the end of the work, preventing the return to poverty, and further improving the quality and efficiency of economic work is a new test for our poverty alleviation cadres."
