The reporter learned from the 2021 China Geographic Information Industry Conference held on October 14 that at present, small and micro enterprises account for more than 90% of China's geographic information enterprises, and at the same time face the problem of shifting from traditional surveying and mapping to modern geographic information service industry. Some enterprises attach importance to scale and specialization, but do not pay enough attention to key core technologies. In addition, unlike project enterprises, product-type geo-credit enterprises have to face fierce competition from the world's top enterprises, mainly using domestic revenue to support international competition in research and development investment; at the same time, the government's scientific research funds are mainly invested in universities, research institutes and institutions, and small and medium-sized enterprises are not easy to get support. The combined effect of these reasons has led to more difficulties in the transformation and upgrading of geographic information enterprises, and the willingness to innovate in science and technology has been inhibited.
At the same time, the homogenization of geographic information enterprises is serious, and enterprises suffer from "market pain". The revenue of non-Internet geographic information enterprises still relies mainly on the government. Autonomous and controllable substitution is slow, and there are hidden dangers in information security. China's geographic information software and hardware technology started late, and most of the early government departments and their subordinate units used foreign software and hardware. Although the annual government procurement at this stage is gradually shifting to independent products, due to the dependence on foreign software and hardware in the past, as well as the restrictions on the use of habits and migration costs, there are still many key departments and key applications that are still purchasing non-autonomous and controllable software and hardware, and the awareness of actively accelerating replacement is not strong; coupled with the stock market There is still a high proportion of foreign software and hardware and other factors, and the hidden dangers of information security still exist.
At present, governments at all levels have invested a lot in basic surveying and mapping, high-resolution remote sensing, smart cities and other projects, which have produced massive geographic information resources, but the existing principle of dividing the confidentiality scope of surveying and mapping geographic information results is mainly based on the size of the scale, and the confidential and non-confidential elements are in a layer, which limits the extensive use of surveying and mapping geographic information results, restricts the application of geographic information resources to enterprises and the public field, causes the geographic information industry to rely heavily on government procurement, and affects the ability of geographic information enterprises to continue to grow in revenue scale.
In this regard, Xu Guanhua, former minister of the Ministry of Science and Technology and senior remote sensing expert, suggested that under the strategic deployment of "double circulation", the geographic information industry chain should make the industrial chain more complete and solid through strong chain, chain expansion and chain replenishment, key applications are more autonomous and controllable, and the business environment is extremely important. Large enterprises should have the responsibility to maintain the industrial ecological chain while strengthening innovation capabilities and strengthening R&D investment, protect the creativity of small and medium-sized and micro enterprises through core technology support and capital investment, and give them space for survival; small and medium-sized enterprises should combine their own business characteristics, identify industry needs, strive to enhance their unique value and creativity, and do refined work in subdivisions. Only by improving the core competitiveness and becoming an important part of the industrial chain can we survive in the market competition.
