Beijing: Employers are prohibited from sending money instead of anti-heat drinks and drugs

At present, Beijing has entered the hot and hot season. The Municipal Health Commission recently issued a notice on doing a good job in summer heat prevention and cooling, prohibiting employers from issuing money and goods instead of the anti-heat cooling drinks and drugs that should be provided. Each employer shall pay a high temperature allowance to workers engaged in high temperature operations in accordance with the standards for the issuance of high temperature allowances in this municipality.

The Municipal Health Commission requires employers to strictly comply with the requirements of the "Measures for the Management of Heat Prevention and Cooling Measures" and the weather forecast information released by the meteorological department. The daily maximum temperature of more than 40 degrees Celsius is a strong high temperature weather, and the outdoor open air operation on the day shall be stopped; when the daily maximum temperature reaches more than 37 degrees Celsius and below 40 degrees Celsius, it is moderate high temperature weather, and the employer arranges for the employee's outdoor open air operation time to not exceed 6 hours throughout the day, and suspends the open air operation during the high temperature period from 12:00 to 15:00; when the daily maximum temperature reaches more than 35 degrees Celsius and below 37 degrees Celsius, it is a general high temperature weather, and the employer shall adopt methods such as shift shift rest, etc. Shorten the continuous working time of workers, and shall not arrange for outdoor open-air workers to work overtime.

Due to the nature of the work and the requirements of the production process, units that cannot stop high-temperature operations or suspend open-air work during high-temperature periods in accordance with regulations should do a good job in heat prevention and cooling work: it is necessary to formulate an emergency plan for heat prevention and cooling, organize regular drills, implement various heat prevention and cooling measures, and strengthen labor protection work for high-temperature operations; health examinations are carried out for high-temperature workers, and workers with heart, lung, cerebrovascular diseases, tuberculosis, central nervous system diseases and other physical conditions that are not suitable for high-temperature operating environments should be adjusted According to the production characteristics and specific conditions, reasonable arrangement of working hours, rotation operations, as far as possible to shorten a continuous operation time, appropriately increase the rest time of workers in high-temperature working environment and reduce labor intensity.

Employers should actively improve working conditions and operating environment, add necessary ventilation or cooling equipment to high-temperature work sites, provide workers with sufficient heat-proof and cooling drinks and necessary drugs, and absolutely prohibit the distribution of money and goods instead of the anti-heat cooling drinks and drugs that should be provided. Each employer shall pay a high temperature allowance to workers engaged in high temperature operations in accordance with the standards for the issuance of high temperature allowances in this municipality.

When workers have symptoms of heat stroke, they should immediately take rescue measures, quickly get out of the high temperature environment, and take necessary symptomatic measures. In cases of serious illness, the employer shall promptly send it to a medical and health institution for treatment. Workers who have heat stroke caused by high-temperature operation or high-temperature weather operation and are diagnosed with occupational diseases shall enjoy the treatment of work-related injury insurance.
