The "Reply" involves a total of 9 opening measures in 6 fields, marking that the implementation basis for the opening up measures involved in the "two districts" plan is more substantial, and the rule of law guarantee for Beijing to further deepen the expansion of the opening up of the service industry is also more solid and powerful.
As the only comprehensive demonstration zone for the expansion and opening up of the national service industry in China, Beijing carries the task of opening up the service industry first. Reform and opening up in the field of education is an important part of the opening up of the service industry. In this adjustment of the law, the State Council decided to suspend the implementation of Article 60 of the Regulations of the People's Republic of China on Sino-Foreign Cooperative Education in Beijing, authorizing Beijing Municipality to formulate and issue specific management measures to encourage foreign investment in commercial adult education education and training institutions and to support foreign investment in the establishment of commercial vocational skills training institutions. There are three liberalization measures in the field of information transmission, software and information technology service industries, including the abolition of foreign ownership restrictions on information service business (app stores only) in Haidian Park, Zhongguancun National Independent Innovation Demonstration Zone; the abolition of foreign equity restrictions on value-added telecommunications services such as Internet access service business (limited to providing Internet access services to users) in the Beijing Municipal Service Industry Comprehensive Pilot Demonstration Zone and Demonstration Park; and the opening up of domestic Internet virtual private network business (foreign ownership ratio not exceeding 50%). The adjustment of the foreign equity ratio of the three value-added telecommunications services restricted to the relevant areas of Beijing Municipality has lowered the threshold for foreign investment in the field of telecommunications services, helped to introduce overseas high-quality resources, provided more diversified services, and promoted fair competition in the information and communication industry.
In the construction industry, the "Reply" allows Beijing to explore the reform of the approval system in the field of engineering construction, such as abolishing the review of construction drawings or narrowing the scope of review, and implementing the notification commitment system and the lifelong responsibility system for designers. It is understood that at present, the Beijing Low-Risk Project has implemented reform measures to narrow the scope of review. In the next step, the Municipal Planning and Natural Resources Commission will, on the basis of comprehensively summarizing the experience of the reform of the cancellation of construction drawing review for low-risk projects, further explore the cancellation of the construction drawing review system in Beijing, establish and improve the notification and commitment system, the architect responsibility system, the post-event spot check supervision of construction drawings, engineering design insurance and other supporting systems, on the one hand, to achieve the optimization and simplification of the approval process of construction projects, on the other hand, to clarify and strengthen the market role of design units, stimulate the market vitality of design units and the endogenous power to improve quality. Lead the design units to healthy competition and healthy development of the industry.
There are two measures in the "Reply" that involve the field of culture and tourism, one is to adjust the "Regulations on the Administration of Commercial Performances", which is "in the Tongzhou Cultural Tourism Zone, foreign investment in cultural and artistic performance groups (which must be controlled by the Chinese side)" is adjusted; the second is to adjust the "Regulations on Travel Agencies", which is "to allow foreign-invested travel agencies established in Beijing and meet the conditions to engage in outbound tourism business other than Taiwan".
