The total amount of talent resources in China has grown rapidly, with professional and technical personnel growing from 55.504 million in 2010 to 78.398 million in 2019, and the total number of R&D personnel has ranked first in the world for 8 consecutive years, with the world's largest and most complete talent resources. As of the end of 2019, the total number of returnees from studying abroad in China reached 4.23 million, most of whom returned to China after the 18th National Congress of the Communist Party of China. China's talent work has stood at a new historical starting point, the advantages of the party's system of managing talents are being transformed into a competitive advantage in the cultivation and use of global talents, and the scale advantages of talent resources are being transformed into strategic advantages for realizing national rejuvenation.

At present, the world's unprecedented major changes in a hundred years have accelerated evolution, a new round of scientific and technological revolution and industrial change is booming, profoundly changing the global economic structure, innovation map and international pattern, all countries generally regard talent as the core element of comprehensive national strength competition, the talent strategy has been elevated to a national strategy, the international community's competition for cutting-edge talents is becoming increasingly fierce, and strive to lead scientific and technological innovation and social productivity by enhancing the competitiveness of talents. In this competition that determines future development, who can cultivate and attract more outstanding talents will be able to gain an advantage and win the initiative. Whether it is to promote the high-quality development of China's economy, or to achieve quality change, efficiency change, and power change, it is necessary to consolidate and expand the advantages of China's human resources, build a large-scale, rationally structured, and excellent quality innovative talent team as soon as possible, and continuously consolidate the talent cornerstone for sustained and healthy economic and social development.
To strengthen the army and revitalize the army, we must win people. With the upsurge of the world's new military revolution, the form of war has accelerated its transformation from mechanization to informationization and intelligence, and the characteristics of war in terms of high technology, high controllability, high cost, and non-linearity, asymmetry, and non-contact are very obvious, the combat background is complex, and the battlefield situation is changeable, which puts forward higher requirements for military personnel. The decisive role of the human factor in the outcome of the war is becoming more and more prominent, not only in the informationized weapons and equipment that condenses human wisdom, but also in the more accurate control of the course and results of the war. The game of various military powers in the field of high-end military talents has become the commanding heights of the strategic game. The report of the Nineteenth National Congress of the Communist Party of China clearly defined the grand goal of striving to basically realize the modernization of national defense and the armed forces by 2035, and the Party Central Committee clearly put forward the goal of building the army for a hundred years. This requires us to enhance our sense of distress, strengthen our mission responsibility, profoundly understand the problems of "two big gaps" and "insufficient two capabilities," and accelerate the modernization of military personnel, which is the core element of combat effectiveness. In accordance with the requirements of being able to fight and win wars, we should thoroughly implement the strategy of strengthening the army with qualified personnel, thoroughly implement the principle of military education in the new era, vigorously improve the new-type military personnel training system that integrates education in military academies and schools, training practice in the armed forces, and military vocational education.
