In order to further improve the quality and efficiency of case handling, strengthen and standardize supplementary investigation work, and strengthen the mutual cooperation between the procuratorate and the public security organs, on the afternoon of September 16, the Yuquan District People's Procuratorate and the Yuquan District Public Security Sub-Bureau held a joint meeting. Wu Qiang, member of the party leading group and deputy procurator general of the Yuquan District People's Procuratorate; Li Huiru, member of the party leading group and full-time member of the procuratorial committee; Zhang Gong, deputy director of the Yuquan District Public Security Branch Bureau; and Qi Shiyun, deputy director of the Yuquan District Public Security Branch Bureau, attended the meeting.
Li Xiaoping, director of the First Procuratorial Department of the Yuquan District Procuratorate, gave a briefing on the relevant situation of the supplementary investigation work since the beginning of this year, put forward the outstanding problems that exist, and made suggestions for further strengthening and standardizing the supplementary investigation work. Subsequently, the two public prosecutors conducted in-depth exchanges and discussions on how to improve the quality and efficiency of the case.
Deputy Procurator General Wu Qiang put forward the following opinions after listening to the discussion opinions of the two sides:
➤ First, change the concept of case handling and enhance the awareness of evidence. While investigating organs collect evidence of a criminal suspect's conviction, guilt, and primary evidence, they should also collect evidence that affects sentencing, exclude his innocence, and prove that his guilt is minor, and circumstantial evidence, and tighten the chain of evidence.
➤ The second is to comprehensively enhance the ability to guide and investigate, and strengthen the quality construction of the contingent. Improve the ability to grasp evidence, and strengthen the ability to produce the outline of withdrawal. The outline of the withdrawal is clear, targeted and operable, so as to achieve clear and clear language and informative content.
➤ The third is to promote the establishment of rules and regulations and strengthen daily communication and contact between investigation and prosecution. Refine and improve the early intervention model, and further change passive review to active guidance. Establish mechanisms for reporting on the quality of cases, periodically supervising, drawing inferences from one case to another, and initiating reforms. For relatively prominent issues, joint research can also be organized in a timely manner.
At the end of the meeting, Zhang Gong, deputy director of the Yuquan District Public Security Branch Bureau, said that the district public security sub-bureau should fully implement the spirit of the joint meeting, seriously analyze and study the problems and opinions raised by the procuratorial organs, and improve the working methods and methods; the people's police handling cases should change their judicial concepts, increase the intensity of training, and gradually improve their case-handling capabilities; in the future, they should take effective measures to maintain regular communication and contact with the procuratorial organs to jointly improve the quality of cases.
