The group is headed by Xiao Jie, state councilor and secretary general of the State Council, and Peng Shujie, deputy secretary general of the State Council.

According to the official website of the State Council, the main responsibilities of the National Leading Group for Open Government Affairs include studying and proposing development plans, policy measures, and annual work priorities for the work of making open government affairs throughout the country; making specific arrangements and arrangements for the work of making open government affairs throughout the country and proposing implementation plans; coordinating all regions and departments to grasp the implementation of the tasks of open government affairs work, and strengthening supervision and inspection.

According to the latest announcement, the members of the group are from the Central Propaganda Department, the Central Cyberspace Administration, the National Development and Reform Commission, the Ministry of Education, the Ministry of Civil Affairs, the Ministry of Justice, the Ministry of Finance, the Ministry of Human Resources and Social Security, etc.
Zheng Zhijun learned that the leading group implements a work meeting system and convenes it regularly and irregularly. The working meeting shall be convened by the group leader, or the deputy group leader may also be convened by the deputy group leader entrusted by the group leader.
The participants in the meeting are all members or part of the leading group, and when necessary, personnel of other relevant units may be invited to participate. The work meeting of the leading group clarified the agreed matters of the meeting in the form of minutes and printed them to the relevant parties.
In February 2017, October 2018 and April 2021, the Panel made three adjustments.
Compared with 2018, the number of people in this adjustment team increased from 19 to 21, of which Chen Zhigang, deputy director of the Poverty Alleviation Office, was changed to Hong Tianyun, deputy director of the National Rural Revitalization Bureau. In addition, Wang Shaozhong, deputy director of the State Archives Bureau and Wang Yanbin, deputy director of the State Secrets Bureau, have also been added.
Among them, Hong Tianyun was the deputy director of the State Council Poverty Alleviation Office, and after the establishment of the National Rural Revitalization Bureau, he was transferred to the deputy director of the National Rural Revitalization Bureau.

For example, Gao Xiang, then deputy director of the Cyberspace Administration of the Cpc Central Committee, became vice president of the New Chinese Academy of Social Sciences in November 2018; Qiu Xiaoping, former vice minister of the Ministry of Human Resources and Social Security, was elected vice chairman of the All-China Federation of Industry and Commerce in 2019; Kuresi Maihesuti, former vice minister of the Ministry of Natural Resources, has assumed the post of head of the discipline inspection and supervision team of the State Supervision Commission of the Central Commission for Discipline Inspection in the Ministry of Ecology and Environment in 2020; and Zhuang Guotai has also served as the secretary of the party group and director of the China Meteorological Administration.
In addition, Li Jin, who served as a member of the group in 2018, was already investigated in July 2020. Today's news shows that Li Qun, vice minister of the Ministry of Culture and Tourism, has become one of the members of the group.
Among the "new faces", there are also people who have recently taken up new positions.
For example, Niu Yibing, the current deputy director of the Central Cyberspace Administration, worked at the local level, and before he entered Beijing in December 2020, he was a member of the Standing Committee of the Shaanxi Provincial Party Committee and director of the Propaganda Department; Song Demin, the current vice minister of education, took up his current position this year, he was previously the director of the General Office of the Ministry of Education and director of the Inspection Office; and Song Yuanming, vice minister of emergency response, was previously deputy director of the State Mine Safety Supervision Bureau, and in January 2021, he was appointed as a member of the party committee and vice minister of the Ministry of Emergency Management.

In November 2018, Xiao Jie presided over the first meeting of the National Leading Group for Open Government Affairs; in June 2019, Xiao Jie presided over the second meeting of the Leading Group; in June 2020, he presided over the third meeting of the Leading Group.
