In order to effectively protect the resources of juvenile fish, our Ministry has decided to implement the minimum catchable standard and the proportion of juvenile fish for 15 important economic fish species such as striped fish, and the following notice is hereby announced.
First, the minimum catchable size of 15 important economic fish species
The following table stipulates the minimum fishery management specifications for 15 important economic fish species in China's coastal waters, and the individual fish species that do not meet the corresponding standards need to be included in the juvenile proportion management.

Note: The measurement method is specified by 14.3.4.1.1 in GB/T 12763.6-2007, and the length of the fish body, fork length and length are defined by the relevant terms of GB/T 8588-2001.
Second, the proportion of juvenile fish in important economic fish
In single-net or single-voyage catches, the weight of juvenile fish of the above species shall not exceed 20% of the total weight of the species.
3. Scope of application
Catches caught in the waters north of 12 degrees north latitude in our country.
4. Penalty measures
Where the proportion of juvenile fish in the catch exceeds the prescribed proportion, it shall be punished in accordance with Article 38 of the Fisheries Law.
5. Others
On the basis of these Provisions, each provincial-level marine fisheries authority may formulate stricter or broader standards, and formulate corresponding management regulations for the transportation, processing, trading and utilization of juvenile fish.
This Circular shall come into force on May 1, 2018.
