Chengdu, March 3 (Liu Ting, Wang Peng) On the 3rd, the Chengdu Municipal Communications Commission, the Public Security Bureau and the Urban Management Committee jointly and officially issued the "Trial Opinions of Chengdu City on Encouraging the Development of Shared Bicycles" (hereinafter referred to as the "Trial Opinions") to guide the standardized and orderly development of shared bicycles and promote green and low-carbon travel. It is reported that this is the first pilot opinion in the country to encourage the development of shared bicycles.

It is worth noting that compared with the Draft for Comments, the Trial Opinions make it clear that all citizens, not just users, should take care of public and private property such as shared bicycles and parking facilities, and should be held accountable for violations; management departments, enterprises and users should jointly build a safe, convenient and comfortable shared bicycle travel service system.

In the more than three months since shared bicycles entered Chengdu, it has provided convenience for citizens to travel short distances and connect and transfer to the public transportation system. Including Mobike, one-step bicycles and many other companies that operate shared bicycles have entered the Chengdu market, and the number of various types of bicycles in the city has reached 300,000, and the popularity is becoming more and more extensive.

While "Internet + transportation" brings convenience to people, it also faces a series of problems such as random parking and illegal parking, artificial destruction, and private locking.

On February 26, in a parking lot in Sanshenghua Township, Chengdu, a criminal case occurred in which local bicycle rental personnel burned 12 shared bicycles; on February 28, the first case of theft and destruction of shared bicycles in Chengdu was tried at the Longquanyi District People's Court in the city, and the court ruled that the criminal suspect Lu Mou was sentenced to 3 months of detention and fined 1,000 yuan for committing theft.

Liu Bing, director of the Chengdu Municipal Communications Commission, introduced that after a one-month public solicitation of opinions, the revised and improved "Trial Opinions" have undergone expert argumentation, social risk assessment and legality review, and several new changes have emerged, including citizens who violate laws and regulations should be consciously punished, deliberately sabotage, and theft will be investigated and punished according to law.

In the provisions on vehicles, the "Trial Opinions" proposes that bicycles need to have real-time positioning and accurate search functions of vehicles, encourage the promotion of smart locks with vehicle satellite positioning and intelligent communication control modules, and encourage the use of domestic satellite navigation and positioning systems.

Li Yuxian, general manager of Mobike's regional development, told reporters that Mobike has developed rapidly in Chengdu, and has now put more than 100,000 bicycles, with a damage rate of less than one in 10,000, compared with the north, Shanghai, Guangzhou, and Shenzhen, Chengdu's damage rate is the lowest.

Li Yuxian said that he hopes that Chengdu can implement the relevant guidance as soon as possible, so that the shared bicycle industry has an access mechanism and process, "so that the industry from barbaric growth to benign competition." ”

It is reported that the "Trial Opinions" will be implemented from the date of promulgation, and will be applicable to the five urban areas of Chengdu city and the high-tech zone, Tianfu New District, Chengdu Municipal District, and other districts (cities) and counties will be implemented with reference and valid for one year.
