The reporter learned from the Quanzhou Municipal Housing and Construction Bureau that in order to implement stable land prices, stable housing prices, and stable expectations, Quanzhou City recently issued the "Notice on Further Doing a Good Job in Real Estate Market Regulation and Control", starting from the linkage of real estate, two-way adjustment of supply and demand, real estate finance, housing security construction, market supervision, etc., to promote the healthy development of the real estate market. The new policy redefines just need, non-just need, increases the proportion of just need housing and non-just need lottery threshold, and supports just need to buy a house. Strict restrictions on sales and purchase restrictions, the transfer of newly purchased commodity housing is still carried out in accordance with the 2-year and 5-year limits

The newly purchased commercial housing (including second-hand commodity housing) purchased by the registered family in the county (city, district) where the municipal household registration is located (including the Quanzhou Development Zone and the Quanzhou Taiwan Investment Zone) can only be transferred after obtaining the real estate property right certificate for 2 years; the newly purchased commercial housing (including second-hand commodity housing) by non-Quanzhou household registration families in Quanzhou City and the municipal household registration cross-center urban area (Licheng District, Fengze District, Quanzhou Development Zone) and the county (city, district) must obtain the real estate property right certificate for 5 years before it can be transferred.

Increase in the proportion of just-needed listings, from 60% to 70%

(1) Households registered in Licheng District, Fengze District and Quanzhou Development Zone (husband and wife and minor children, the same below) have no housing in the name of Quanzhou Central City; those whose household registration outside Quanzhou Central City are moved in for 12 months; if they are divorced or transferred to a house for less than 12 months, they are calculated according to the number of housing units under the family's name before divorce or before the house transfer.

(2) Pay one of the three social security, personal income tax and housing provident fund for 3 years in Licheng District, Fengze District and Quanzhou Development Zone, or apply for a residence permit for more than 3 years, and the family has no housing in the central urban area of Quanzhou.

(3) Under the age of 35, non-Quanzhou central urban household registration, full-time undergraduate degree or above in Licheng District, Fengze District, Quanzhou Development Zone paid for 6 months of social security, personal income tax, housing provident fund one of the three items, or more than 6 months of residence permit, and the family has no housing in the central urban area of Quanzhou.

(4) High-level talents in Quanzhou Who are identified as the sixth and seventh levels in Licheng District, Fengze District and Quanzhou Development Zone, who have paid one of the three items of social security, personal income tax and housing provident fund for 6 months, or have applied for a residence permit for more than 6 months, and the family has no housing in the central urban area of Quanzhou.

(5) For Taiwan compatriots who have applied for a residence permit for Taiwan residents within the scope of Quanzhou City, they can enjoy the same purchase policy for household registration residents in Quanzhou City. Among them, those who apply for a Residence Permit for Taiwan residents in the central urban area of Quanzhou, and the family has no housing in the whole city, can participate in the central urban area of Quanzhou and just need to buy a house.

Non-just-in-demand buyers must meet one of the following conditions:

(1) Households registered in Licheng District, Fengze District and Quanzhou Development Zone, and the family has only 1 set of housing.

(2) The household registration of the non-central urban area of Quanzhou City does not have or only has 1 set of housing within the city, and the family has no housing in the central urban area of Quanzhou.

(3) The household registration is newly moved to Licheng District, Fengze District, quanzhou development zone, and the family has no housing in the central urban area of Quanzhou, but has moved in for less than 12 months.

(4) Non-Quanzhou municipal household registration in Licheng District, Fengze District, Quanzhou Development Zone paid one of the three items of social security, personal income tax, housing provident fund for 1 year, or more than 1 year of residence permit, and the family has no housing in the central urban area of Quanzhou.
