In May 1947, jin-Cha-Ji troops under the command of Nie Rongzhen launched the Battle of Zhengtai, which annihilated and captured more than 35,000 Kuomintang troops. One of the battles of Shi'an Mountain took place during this period. On May 1 of that year, the Third Regiment of the Second Division of the Eighth Brigade of the Third Column of the Jin-Cha-Ji Encircled Shi'an Mountain, but the commanding heights could not be captured for a long time. Nie Rongzhen felt very strange, and he called Yang Chengwu to let him see what was going on.

Yang Chengwu soon called back and said that it was a group of Japanese troops stationed here. Yang Chengwu also reported the number of this team, which was the original Fifth Security Brigade of the Japanese Army. This so-called brigade is similar to the battalion of the Chinese army.
Shi'an Mountain was an important stronghold on the outskirts of Yangquan, and it seemed that Yan Xishan was "good steel for the blade", and a battalion of Japanese troops was sent to garrison.

It turned out that yan Xishan expanded his strength after the end of the War of Resistance Against Japanese Aggression and reorganized some Japanese troops into his own team. The commander of the 23rd regiment was Zhang Yinghui, an old Red Army, who said that his team was disciplined and did not go around killing people and setting fires like the Japanese army. He not only guarantees the personal safety of this team but also arranges their future life properly.

Zhang Yinghui sent Ma Zhaomin, the commander of the three battalions, to negotiate with the Japanese army. Japanese Captain Fujita expressed his willingness to surrender and wanted to keep them and their families safe. Japanese family members hiding in the watchtower also came out of the crowd, and these people were crowded in a filthy place.
After the surrender, this group of Japanese troops was better resettled. More than 10 guns and hundreds of shells were captured from the Japanese, and based on these weapons, the 23rd Regiment formed its own artillery company.

Afterwards, Sun Chu, a veteran general of the Jin Sui Army, was embarrassed, and he revealed that it was not only Shanxi Province that left the surrendered Japanese army around to fight the People's Liberation Army.
In fact, this incident really happened, and after the victory of the Anti-Japanese War, Yan Xishan did collect a group of Japanese troops who remained in Shanxi and sent them to the battlefield as cannon fodder.

After Ma Zhaomin retired, he enjoyed the treatment of deputy corps. Zhang Yinghui, the leader of the 23rd Regiment, was a native of Xingguo, Jiangxi, who received the rank of major general in 1955. The general participated in famous battles such as the liberation of Shijiazhuang.
