In order to accelerate the recovery of growth and improve the quality and efficiency of Changchun's service industry, actively respond to the impact of the epidemic at the beginning of the year, and restore market vitality as soon as possible, under the overall deployment of the municipal government, the Changchun Municipal Bureau of Statistics decided to carry out the issuance of digital consumption vouchers, continue to stimulate the vitality of digital consumption in Changchun, and further release the consumption potential. The announcement is as follows:
1. Distribution time
The coupons will be issued in four rounds, the first round: June 25 to July 1, the second round: July 2 to July 8, the third round: July 9 to July 15, and the fourth round: July 16 to July 22. The deadline for each round of write-offs is 18:00 on the last day of each round of activity. A total amount of 5 million yuan will be distributed, and the distribution will begin at 10:00 a.m. at the beginning of each round.
Consumption vouchers need to be written off within the prescribed period, and the unverified funds after each round of issuance are automatically rolled into the next round, and the unverified funds after the fourth round of deadlines are returned to the fund allocation department.
2. Acquisition method
Use the Changchun Citizen Card APP to participate in ticket snatching. After the coupon grab is successful, the coupon is immediately deposited into the account used. Vouchers are limited and available on a first-come, first-served basis.
Third, the denomination setting
Digital consumption coupons are full reduction general coupons, and the denominations are divided into 4 types, namely: 30 yuan minus 15 yuan, full 60 yuan minus 30 yuan, full 100 yuan minus 50 yuan, full 300 yuan minus 150 yuan. Each round of coupons of each denomination is limited to 1 coupon per account, and the total number of individual coupons shall not exceed 4.
4. Rules of Use
(1) The consumption coupon is a full discount coupon, and only one coupon can be used for a single transaction.
(2) Scope of application
1. Movie consumption. Consumers can go to designated theaters to verify the cancellation on the spot.
2. Recharge your phone bill. Consumers can write off on the spot at the offline business outlets designated by Mobile, China Unicom and Telecom.
3. Pay cable TV and broadband fees: Consumers can write off on the spot at the offline business outlets of Jishi Media, Telecom and Unicom.
4. Consumption coupons are non-transferable, there is no change, and returns are not supported after verification.

5. Other matters
1. Changchun citizen card users who participate in the activity need to bind their mobile phone number to the APP and have completed real-name authentication.
2. In order to ensure the orderly progress of the activity, if the consumer has the purchase and sale of consumption coupons and other cheating violations (such as swiping orders, cashing out, etc.), they will be disqualified from participating in the activities and will recover the consumption coupons they have obtained. Where violations or crimes are constituted, they are to be requested to be investigated and handled by the public security organs in accordance with laws
3. Participating consumers should take the initiative to cooperate with the necessary measures taken by the merchant to prevent and control the epidemic.
4. If, within the scope of the law, such as force majeure and other factors, the issuance and use of consumption coupons are changed or adjusted, and the relevant announcements of the government shall prevail.
