In addition to the implementation of night lighting, cityscape, environmental sanitation, water supply, heating, gas, sewage treatment... The task of urban management is heavy and the content is complex. In the face of the increasingly high demands of the masses for urban management, how do our city managers finely manage the city and create the unique characteristics of modern regional center cities? What measures will be implemented by urban management services to improve excellence? A few days ago, the reporter had a face-to-face exchange with Chen Yujian, secretary of the party group and director of the Municipal Urban Management Comprehensive Administrative Law Enforcement Bureau.

Reporter: Recently, Handan at night is particularly beautiful, and the citizens are full of praise for the city's lighting. What work has the Municipal Chengguan Law Enforcement Bureau done?

Chen Yujian: In accordance with the important instructions of Zhang Weiliang, secretary of the Municipal Party Committee, our bureau has added lights and colors to the city's parks, squares, main and secondary roads and Fuyang River channels, and actively created a Spring Festival holiday atmosphere throughout the city. During the festival, Cong Tai, Zhao Yuan and other major parks in the city received more than 1.5 million tourists, especially the night view of Cong Tai Park became a tourist net red punch card.

We also installed more than 1,000 sets of lighting landscapes on both sides of the roads of important nodes in the main urban areas such as Renmin Road and Lianfang Road, ensuring the gorgeous and clean environment during the festival. On the occasion of the Lantern Festival, new lighting points were added to enhance the night scene effect, and the urban management department of the four districts of the main urban area was supervised to complete the construction of 12 lighting sites, and strived to create a visual impact effect of glittering lights and thousands of lights.

Reporter: At the city's "two sessions" that closed in early February, it was determined that "free parking for public parking spaces in the main urban area" was one of the 10 practical projects for people's livelihood of the municipal government in 2021. How will the Municipal Chengguan Law Enforcement Bureau implement this work?

Chen Yujian: According to the spirit of the municipal "two sessions", we have the goal and plan to carry out the work of free parking for public parking spaces, and we plan to complete this people's livelihood matter in mid-March. We will mainly do the following key work:

One is to install free signage for 15,000 public berths. Formulate an implementation plan for free parking of public berths, install free signs and maintain marking lines for public berths on both sides of the road in the main urban area in stages and at different times, so that the masses can see and use free berths. The second is to implement the spirit of the city's "two sessions" and ensure that the "free time for smart berths is extended to 30 minutes" is completed as scheduled. The third is to strengthen the management of public berths and earnestly improve the turnover rate. Through scientific and technological means, guide the office vehicles to go away immediately, and reduce the long-term occupation of public parking spaces. The fourth is to fully tap the parking potential and increase the planning and construction of parking spaces. Adopt the principle that everything should be demarcated, and plan free parking spaces in crowded areas, old residential areas, commercial areas, secondary roads, back streets, corner areas, etc.; if possible, build three-dimensional parking lots to further alleviate the parking problems of citizens. Fifth, in accordance with the principles of free parking, orderly management, and heavy penalties for violations, strict law enforcement management of parking order in public areas.

Here, we also call on citizens to standardize parking, civilized parking, and leave immediately, and work together to standardize the order of urban parking, so that everyone can travel faster and park more conveniently.

Reporter: The back streets and alleys of the city can best show the degree of civilization and reflect the real living conditions of the people. Does the Municipal Chengguan Law Enforcement Bureau have any plans to renovate and upgrade the city's back streets and alleys this year? What's the specifics?

Chen Yujian: This year, our bureau plans to focus on the implementation of urban renewal actions as the leading unit in accordance with the requirements of relevant documents of the municipal government, carry out "four reforms, two clearances and one pass", comprehensively transform and upgrade the back streets and alleys of the city, make up for the shortcomings of the city, effectively respond to the demands of the masses, and improve the quality of the living environment of residents.

According to the plan, during the year, we will comprehensively renovate and upgrade 542 back streets and alleys in the main urban area of the city, and strive to create 85 high-quality, high-standard and high-level model streets and alleys. Strictly carry out work in strict accordance with the standards of city appearance improvement, environmental sanitation cleaning and cleaning, municipal facilities construction management, and incremental quality improvement of landscaping, improve infrastructure facilities, completely eliminate "dirty and chaotic differences", achieve the overall goal of "road leveling, bright lights, neatness, orderly, green, and beautiful", comprehensively improve the urban living environment, and effectively enhance the people's sense of happiness and gain.

Reporter: The classification of domestic garbage is of great significance, and our city is one of the pilot cities. What is the current progress? How will the new year unfold?

Chen Yujian: By the end of 2020, the party and government organs and public institutions in the main urban area of the city have basically achieved full coverage of domestic waste classification; the four districts of the main urban area have 42. The 20,000 households have basically achieved full coverage of domestic garbage classification facilities; the garbage classification teaching materials for kindergartens, primary and secondary schools have been compiled, and the garbage classification has been carried out in 179 primary and secondary schools in the main urban area.

In the new year, we will further strengthen the working mechanism, give full play to the leading role of grass-roots party building, improve the classification facilities, improve the collection and transportation system, give play to the exemplary role of the party and government organs, improve the quality of classification, continue to increase publicity, improve the level of domestic garbage classification, and lead the "new fashion" of urban domestic garbage classification. I hope that the general public will also actively participate in garbage classification, develop good habits of garbage classification, and build and maintain our green and beautiful home together.

Reporter: Chengguan work is closely related to the lives of the people and is closely related to the people's livelihood. In addition to the above points, what work does the Municipal Chengguan Law Enforcement Bureau have to benefit the people this year?

Chen Yujian: This year is the beginning of the "14th Five-Year Plan" in our city, in addition to the above work, our bureau will vigorously promote the work of ensuring people's livelihood and accelerate the completion of the shortcomings of public infrastructure under the strong leadership of the municipal party committee and the municipal government, focusing on the needs of the masses for a better life.

The first is to improve the management level of urban beautification, lighting, greening and purification; dismantle and control urban enclosures and enhance the image and taste of the city. The second is to build a number of street parks, free parking, urban stations and other facilities to benefit the people, and improve the livable environment of the city. The third is to consolidate the achievements of the national demonstration city for the treatment of black and odorous water bodies, improve the municipal pipe network and sewage treatment facilities, and comprehensively improve the city's gas supply, heating, water supply and sewage treatment guarantee capabilities to ensure the safe and normal operation of the city. The fourth is to further promote the classification and harmless treatment of domestic garbage, and realize the operation of 7 domestic waste incineration power generation projects within the year; deepen the "toilet revolution", and achieve "zero clearance" of dry toilets in the main urban area of the city during the year. The fifth is to strengthen the supervision of urban management law enforcement, standardize industry management, and create a good legal environment.
