Xia Lingmin, vice president of the China Textile Industry Federation, said in his speech that since the launch of the "specialized and special new" small and medium-sized enterprises in the textile industry to cultivate and enter the warehouse, two batches of 171 enterprises have been selected. It covers 23 provinces (autonomous regions and municipalities directly under the Central Government) of the country, involving the whole textile industry chain and closely related industries, with great coverage and representativeness. From the perspective of main indicators, the investment intensity of design and research and development is 3.7%, the proportion of design and development personnel is 14.4%, the average sales profit margin is 8.7%, and the number of patents owned by households exceeds 30, showing a strong ability of hard-core innovation.
Xia Lingmin stressed that innovation is the soul of development, and sustainability is the lifeline of development. There is still uncertainty and obvious pressure on the future development of the industry. There is no shortcut to meeting the challenges and promoting high-quality development, which requires us to redouble our efforts and unswervingly pioneer and innovate. For the promotion of new material production technology and application, Xia Lingmin said that bio-based chemical fibers do not rely on fossil resources such as petroleum and coal, which is an important direction for the development of new textile fiber materials, and during the "14th Five-Year Plan" period, we will accelerate the promotion of key technologies for large-scale processing of bio-based chemical fibers, develop high-quality differentiated products, and strengthen the development of application technologies. Polylactic acid fiber materials are derived from natural materials such as crops and can be biodegraded and returned to nature. In recent years, the research and development and application of related technologies have made good progress, but they are also facing many difficulties. Only the collaborative innovation and joint efforts of our upstream, middle and downstream enterprises in the industrial chain, leading backbone enterprises, brand enterprises, and specialized and special new enterprises, and focusing on promoting the development of the whole industrial chain of green fibers and products, can we achieve high-quality, functional and low-cost bio-based fiber materials and products, accelerate the technological progress of bio-based chemical fibers, expand industrialization applications, and turn green resources into green sources of revenue.

Bio-based green fiber is affinity with the human body, with bacteriostatic, flame retardant, biodegradable and other characteristics, fully reflecting the comprehensive utilization of renewable resources and modern fiber processing technology perfect integration.
Since the "Thirteenth Five-Year Plan", China's bio-based chemical fiber industry has developed rapidly, key technologies have made breakthroughs, the industrial scale has grown rapidly, and a number of enterprises with industrial strength and technology development capabilities have entered the field of bio-based chemical fibers and raw materials, and initially formed an industrial system of bio-based cellulose fibers, bio-based synthetic fibers, marine bio-based fibers and biological protein complex fibers. In 2020, the total production capacity of bio-based chemical fibers reached 667,800 tons/year, an increase of 241.6% over 2015 and an average annual increase of 48.32%. The total output was 148,400 tons, an increase of 87.61%, with an average annual growth rate of 17.52%.
He Yanli believes that there are still some problems in the current bio-based chemical fibers: First, the key monomers and raw materials have not yet been solved. Second, the production capacity of most varieties is small. Third, the high cost of products is not competitive.
He Yanli said that during the "Fourteenth Five-Year Plan" period, China's bio-based chemical fibers should strive to improve the self-sufficiency rate and diversification level of bio-based chemical fiber raw materials, improve the scale of key bio-based chemical fiber varieties and the automation level of process equipment, and vigorously reduce production costs; and achieve practical results in developing the application fields of downstream textiles.
