Han Xu said that this phenomenon of "making something out of nothing" is widespread in Wenzhou, Zhejiang, and the provincial party committee has also asked us to "make something out of nothing." Compared with advanced places, there are still many gaps in Jianli.

At present, Jingzhou has carried out the "ice-breaking and breakthrough" seminar activities, and in the inspection and inspection, Han Xu has put forward "seven whys", including "as a city with a large population, why the county economic indicators have not ranked high in the province for a long time" and "as a well-known agricultural county, why can not cross over to become a strong agricultural county" and other issues.

Han Xu believes that compared with the coast, the biggest gap between Jianli and Jianli is that the cadres' concepts, ideas, and work styles are backward. How does the mind break through? Talk about industrial breakthrough based on advantages: build brands and realize agricultural modernization

Jianli is a large agricultural county with rich characteristic agricultural resources, and Han Xu knows this well:

"The area is relatively large, the cultivated land area is 2.64 million mu, and the basic farmland reaches 2.12 million mu, of which the shrimp and rice cultivation area is 1.08 million mu, the total grain output is 1.29 million tons, the crayfish output is 150,000 tons, and 1 in every 10 shrimp sold nationwide is only Jianli production."

"There are many market players, more than 400 agricultural enterprises of various types, 2,188 agricultural cooperatives, and nearly 5,000 family farms."

"Green and efficient, we mainly promote the 'double water and double green' model, increasing farmers' income by about 2,500 yuan per mu, shrimp rice, rice field shrimp taste very good."

When interviewed in Jianli, a reporter from Hubei Daily deeply felt that the degree of agricultural marketization in Jianli is relatively high, and there are many market players, including Bi Lixia, the well-known "female grain king", Liu Yingwen, a "master farmer", and Ouyang Bin, a "field nanny". These market players have explored a variety of different organizational models to provide a variety of services to farmers.

Before the interview, Han Xu also brought a lot of agricultural products from Jianli, and he was like a number of family treasures: "This is Neijing River shrimp rice, Tongzi Lake crayfish, Jianli grain wine, golden straw hat rapeseed oil, Tianhu poultry eggs..."

Jianli is a large agricultural county, not yet a strong agricultural county, the deep processing of agricultural products is not enough, there is no agricultural brand that is well-known in the country, the investment in agricultural science and technology is not enough, and some leading enterprises are gradually declining as a result. In this regard, Han Xu believes that in order to achieve an agricultural breakthrough, it is necessary to start from three aspects: cultivate market players and implement moderate-scale operations; cooperate with universities to implement scientific and technological innovation to enhance the technical content and market competitiveness of agricultural products; promote brand building and increase the added value of agricultural products.

Planning for the future to talk about county breakthroughs: grasp leading enterprises and rapidly promote industrialization

Industry has long been the short board of Jianli. How to make up for the shortcomings of the industry to achieve a breakthrough in the county economy? Han Xu shared three tips.

"First of all, we must grow leading enterprises." He said that in 2020, Jianli introduced the domestic paper giant Nine Dragons Paper to settle in Bailuo Industrial Park, with a total investment of 20.5 billion yuan, and the annual output value of the project can be achieved after all the projects are completed, which is equivalent to one year's GDP of Jianli City, which is equivalent to recreating a Jianli.

Han Xu introduced that a few years ago, Jianli established a papermaking and logistics industrial park in Bailuo Town, which is close to the Yangtze River, and has always wanted to introduce Nine Dragons Paper, but has not made progress. During the epidemic in 2020, Lu Yesheng, deputy head of the Guangdong Provincial Counterpart Support Jingzhou Leading Group, was familiar with the senior management of Nine Dragons Paper, and Jianli got in touch with Nine Dragons through him, plus the state called on national enterprises to assist Hubei, and Nine Dragons Paper promised to invest in Jianli. Later, after learning on the spot that Jianli has the advantages of ports and raw materials, and feeling the good business environment, Nine Dragons Paper has repeatedly increased investment, from the initial 2 billion yuan to the final 20.5 billion yuan.

"The second is to cultivate industrial clusters." Han Xu introduced that Jianli has a well-known glass aluminum army in the country and has been successfully selected as a national labor service brand. Jianli used the return project to attract a group of large-scale glass and aluminum processors to return to their hometowns to start a business.

In 2017, Nangui Group settled in Jianli, started the construction of ecological aluminum industrial park, signed a contract to settle 84 enterprises in 4 years, and put into production 40. As of July this year, the total output value of the park is 3 billion yuan, solving the employment of nearly 3,000 people. Jianli Ecological Aluminum Industrial Park won the titles of "China Aluminum Profile Characteristic Industrial Park", "Hubei Provincial Returnee Entrepreneurship Demonstration Park" and "Hubei Provincial Science and Technology Enterprise Incubation Base".

Jianli also has built an optoelectronics industry cluster, producing medium and large size commercial displays, and docking the Wuhan "optical core screen end network" industry. The park has more than 20 enterprises settled, the degree of correlation is very strong, raw materials from Hubei, products sold in Hubei, to solve the problem of "two ends outside" after the enterprises come to the mainland to survive poorly.

"The third is the revitalization of local enterprises." Han Xu said that in recent years, Jianli has supported the development of the pharmaceutical industry for half a day, and the company's tax revenue in the first nine months of this year was 130 million yuan, becoming the first enterprise in Jianli to tax more than 100 million yuan. Jianli tried to revitalize the Fuwa Group and wanted to extend the brand glory of this leading agricultural enterprise.

At present, Jianli is the only urban sub-center of Jingzhou, and it is planned that by 2030, the area of the central urban area will reach 55 square kilometers, the total population will reach 500,000 people, and the total economic volume will exceed 50 billion yuan. "The goal is clear and the task is heavy and the road is long, but we will overcome difficulties, gradually solve the practical problems faced in development, and firmly move forward towards the set goals." Invest 1 billion yuan in education

Host: Jianli has a large population, education is a big thing, the masses are very concerned, what work has the government done in this regard?

Han Xu: The people of Jianli attach great importance to education, and in the late 1990s, the county raised funds to establish a county no. 1 middle school. I believe that education is the greatest livelihood, and doing a good job in education is related to the growth of the next generation. In the county seat, the government has invested more than 1 billion yuan in recent years to relocate, renovate and expand some schools, including the city's first middle school, Chengbei Kindergarten, Chengbei Primary School, Zhanghua Primary School, Yusha Primary School, Jianli Normal School, etc. In the township, we also renovated and expanded many schools, such as Zhuhe Town High School, Xingou Town Siyuan Middle School, Shakuhachi Town Middle School and so on.

We invest in education, including hardware construction, teacher resources, etc., and recruit about 400 teachers every year to ensure the treatment of teachers.
