In October 1946, Wu Youkui, liaison officer of the Pingdong Working Committee of the Communist Party of China, carried out the party's secret work, developed Wei Fake, a household registration officer of the Xining Town Office, into the party, and established a branch directly under the Lintao District of the Pingdong Work Committee, with Wu Youkui as the secretary of the branch and Wei Fake as the deputy secretary of the branch. At this point, the first party organization established by the Communist Party of China in the Dingxi area, the Lintao District Branch of the LongYou Working Committee, was born.
