Comrade Zhao Fengxiang was born in September 1937 in Qinyuan County, Shanxi Province, joined the Communist Party of China in September 1954, joined the work in September 1964, and successively served as a cadre of the Policy Research Office of the Shanxi Provincial Party Committee and deputy director of the Office of the Organization Department of the Provincial Party Committee. In May 1977, he was appointed deputy secretary and vice president of the Party School of the Provincial Party Committee, deputy secretary of the Yangqu County Party Committee in May 1980, secretary of the Linfen Municipal Party Committee in February 1984, deputy director and director of the Rural Policy Research Office of the Provincial Party Committee after May 1988, director of the Agricultural and Industrial Department of the Provincial Party Committee in July 1991, secretary of the Xinzhou Prefectural Party Committee and director of the Xinzhou District People's Congress Working Committee in February 1993, deputy secretary general of the provincial party committee in December 1995, vice chairman of the provincial CPPCC committee in April 1996, and retired with the approval of the central government in January 2003.

He kept firmly in mind the purpose of serving the people, put the interests of the masses first everywhere, and thought of the people at the grass-roots level in everything.
