The chaos in the medical aesthetic industry has reached the point where those plastic surgery experts and academic celebrities can't stand it. On October 30, when the "Medical Aesthetic Industry Special Research Group" organized by the People's Political Consultative Conference Daily, deputy director of the Education, Science, Health and Sports Committee of the 13th National Committee of the Chinese People's Political Consultative Conference, and chairman of the Chinese Pharmaceutical Association, came to the Ninth People's Hospital affiliated to Shanghai Jiao Tong University School of Medicine, some of the experts of the Ninth Hospital wore masks from the outpatient clinic, some came out of the operating room wearing smocks, and some held a thick pile of written materials that stayed up late to sort out, and they wanted to "reflect the problem".
In August last year, a private medical aesthetic institution released the 2018 medical aesthetic industry white paper, showing that the size of China's medical aesthetic market in 2018 may reach 224.5 billion yuan. The white paper also shows that there are more than 100,000 illegal studios and beauty salons in the Chinese medical aesthetic market. The "White Paper on Chinese Medical Beauty "Underground Black Needles" released by The China Data Research Center and the China Plastic Surgery and Beauty Association has exposed amazing "black doctor" information, and the data shows that in the "black medical beauty" market, there are 9 "black doctors" in every 10 medical beauty practitioners.
3,000 yuan can be used as a "medical aesthetic consultant", and 230,000 yuan a shot of vitamin C is sold to consumers
"3,000 yuan for one month of further study can send you a medical aesthetic consultant qualification certificate." These consultants, some sell cosmetics, some sell clothes, some open restaurants, they give you advice on how you should get plastic surgery. Sun Baoshan, director of plastic surgery at Shanghai Ninth Hospital, has been in the forefront of medical beauty quality monitoring for 18 years and has been in the front line of medical beauty quality monitoring, he told reporters that the so-called "medical beauty consultant" industry is taking bad young "regular army" doctors and destroying the ecology of the entire industry.
Medical aesthetic consultants, or "aesthetic medical consultants", according to the official interpretation of the Medical Aesthetics and Cosmetology Branch of the Chinese Medical Association, are practitioners who are engaged in consulting work in aesthetic plastic surgery institutions and build a communication bridge between plastic surgeons and beauty seekers. The certification of aesthetic medical consultants refers to other national vocational qualification certification measures, and the qualification certification work mainly includes two parts: training and assessment.
But searching for the keyword "aesthetic medical consultant" on the Internet, you can see that "regular army" is almost impossible to find. On the contrary, you can see the "Tina teacher" who graduated from a bachelor's degree in medical aesthetics to teach you how to improve your taste by insisting on painting every day, serving 20 customers a day; you can see the "secret door" of medical beauty institutions recruiting consultants, pointing out that consultants are the essence of "customer service + sales"; you can see the so-called professional certification agency enrollment advertisement, a month of training can give you a certificate; you can also see the "basic salary 500 + subsidy 500 + commission" issued by the institution, but can earn more than 10,000 yuan per month "magical" Job advertisements.
"The medical beauty industry has now become an industry with extremely poor technical quality, barbershops, beauty salons, foot massage shops, as long as they are bold enough, they can do medical beauty." Sun Baoshan said that the medical beauty industry has a low threshold and a large market, and many "bosses" flock to it, "do a bad one, at most civil liability, earn 1 million and lose 200,000 yuan, and draw it." ”
Sun Baoshan has seen some private medical beauty institutions use vitamin C, saline, vitamin B12 mixed together to make "beauty needles", and then sold to consumers at a price of 230,000 yuan a needle; she has also seen the "strange thing" of opening a double eyelid offer of 100,000 yuan and having someone pay for it. "Seen a lot, this is not unusual in the medical aesthetic industry for a long time." Sun Baoshan said.
Luan Jie, vice president of the Plastic Surgery Hospital of the Chinese Academy of Medical Sciences and chairman of the Plastic Surgery Branch of the Chinese Medical Association, also noticed this "strange thing", "Many private medical institutions are golden and jade, and they spend a lot of money on the store hall and façade, and the decoration is luxurious, but the threads and needles used in the operating room are the cheapest." If the drainage tube can be replaced with an infusion device, there is absolutely no drainage tube."
Doctors in cardiology and orthopedics became plastic surgeons after a short period of training
A plastic surgeon, who did not want to be named, told reporters that a friend in his same department had recently "jumped ship" to a private plastic surgery institution under the lure of high salaries. This is a fairly formal private institution, and the plastic surgeons it employs are all professionals with plastic surgery qualifications. But there, the doctors lived a "mixed life".
At first, the counselor's sister recommended patients to him. He was very serious as in a public hospital, did a preoperative analysis, judgment, and then rejected the patient because it did not meet the indications for surgery. The doctor said that after several times like this, this doctor from the "regular army" was "banned" by the consultant, "all the consultants, do not recommend patients to him, 'hungry' him for 3 months, can not do a single operation." In the end, the young doctor compromised. He no longer dared to "politely reject" patients recommended by his counselors.
China Youth Daily And China Youth Network reporter noted that the former Ministry of Health issued the "Measures for the Administration of Medical Beauty Services" (Order No. 19) in 2002, which clearly stipulates that the "attending physician" responsible for the implementation of medical beauty projects must be a "practicing physician", which mentions that practicing physicians must "undergo professional training or training in medical beauty and be qualified, or have been engaged in clinical work in medical beauty for more than 1 year". However, in the face of the huge temptation of interests, doctors in departments including cardiology and orthopedics have become plastic surgeons after short training.
Wang Danru, deputy director of the Department of Plastic Surgery and director of the Organization Department of shanghai Ninth Hospital, noted that the young doctors who come to the hospital for regular training and special training are different from the past, "doctors should be the industry of saving lives and helping the injured, and now many doctors are occupied by the huge medical beauty market, specifically to learn cosmetic surgery, rather than face repair."
The "regular army" is extremely scarce
Luan Jie said that "chasing huge profits" has now become a hard wound of private medical beauty institutions, and now many medical institutions call patients "customers", "this is unique in the world, and many countries call them 'patients'". In the medical aesthetic industry, the "essence of medical treatment" is now diluted, "many institutions find ways to replace it with services and aesthetics, including some experts who believe that aesthetics is a system and should gradually break away from the medical profession of plastic surgery."
Luan Jie's investigation found that many private institutions now "spend money to buy certificates", and the state stipulates that there must be doctors holding doctors' practice certificates in institutions, so these institutions spend thousands of yuan every month to hire a retired doctor with a certificate, "the doctor is not used to work at all, he only needs to have a certificate, to cope with the examination."
In addition, at present, there is a shortage of "regular troops" of plastic surgeons, and Xiao Ran, member of the National Committee of the Chinese People's Political Consultative Conference and director of the Research Center of the Plastic Surgery Hospital of the Chinese Academy of Medical Sciences (eight plastic surgery hospitals), has repeatedly called for the establishment of a "specialist system".
Luan Jie suggested that the medical aesthetic industry must determine the "dominant position and mechanism of public hospitals", from doctor training, to system construction, diagnosis and treatment norms, should fall on the "shoulders" of public hospitals. At the same time, the government should also give public hospitals sufficient room for operating mechanisms, "just let it train and formulate norms, but the people trained go to private institutions, and they can't keep people." ”
Li Shengli, deputy director of the Department of Orthopedic Surgery of the Shanghai Ninth Hospital, suggested that the "Order No. 19" being revised should encourage qualified doctors to open private medical aesthetic institutions independently or jointly. A doctor who has been trained in a scientific class, he has a minimum sense of professional honor."
