On March 3, 2002, the Intermediate People's Court of Kunming City, Yunnan Province, rendered a first-instance judgment on the case of Chai Wangqun, former director of the Propaganda Department of the Yunnan Provincial PARTY Committee, on suspicion of accepting bribes, and sentenced Chai Wangqun to 12 years' imprisonment and confiscation of property of 100,000 yuan. From a high position of power to a prison, Chai Wangqun lost his way due to money on the road of life, and eventually went to the abyss of crime, self-destructive, and learned profound lessons.

<h1>The "entrustment" of the secretary of the municipal party committee</h1>

Chai Wangqun was born in 1955 to an ordinary peasant family in Wenxi County, Shanxi Province. Chai Wangqun has been talented and enterprising since childhood. After graduating from high school, he was admitted to a university in Beijing with honors. After graduating from university, Chai Wangqun was assigned to work in the Central Organization Department.

Under the care of the organization and the efforts of individuals, Chai Wangqun was quickly promoted from an ordinary clerk to the deputy director and director of the fourth division of the local cadre bureau of the Central Organization Department. In September 1996, the young and promising Chai Wangqun was sent to the Qujing area of Yunnan Province to take up a post, and in more than 4 years, he was promoted from deputy secretary of the prefectural party committee, secretary of the prefectural (city) party committee, and director of the propaganda department of the provincial party committee.

In the Qujing area, people have a good impression of Chai Wangqun. Every time he goes to the countryside, he always brings his own dishes and chopsticks and his own luggage, afraid of adding burdens to the grassroots.

Chai Wangqun was eloquent and had strong expression ability; every time he made a report, he was full of vigor and words, and he spoke in a very good way, especially on how to fight corruption, and the cadres and masses commented: "Secretary Chai is really good. ”

The case of Chai Wangqun accepting bribes was brought about by the "Muma" case in Shenyang, which shocked the whole country. When the Central Commission for Discipline Inspection investigated and dealt with the case of Liu Aidang, chairman of Shenyang Shengfa Group Company, the briber in the "Muma" case, it found that a house that Liu Aidang had paid for was recorded in the name of Xu Shunxi, the wife of Chai Wangqun. After several investigations, it was found that this house was given to Chai Wangqun by Liu Aidang's "filial piety".

Chai Wangqun and Liu Aidang, one side in Beijing, the other in Shenyang, thousands of miles apart, how did this kind of off-site bribery begin? And why did it end?

Liu Aidang is the chairman of Shenyang Shengfa Group Company, which was famous in Shenyang. Shengfa Group is located in Tiexi District, where heavy industry is most concentrated in Shenyang, and is a famous "large taxpayer" and "star enterprise" in Shenyang. In 1993, Liu Aidang relied on the company's strong financial resources to establish a relationship with Zhang Guoguang, then secretary of the Shenyang Municipal Party Committee.

In 1992, the 14th National Congress of the Communist Party of China was held in Beijing. Zhang Guoguang, as a representative of Liaoning, suffered a heavy blow at this meeting. He never imagined that the secretary of the Shenyang Municipal Party Committee, as the national heavy industry base, would not be elected as a member of the Central Committee, or even an alternate member.

Returning from Beijing to Shenyang, Zhang Guoguang was not reconciled, he did not look for reasons from himself, but more convinced that he had fallen to such a point because there was no "backer" above. He was silent to the outside world, but behind his back, he was intensively planning how to enter Beijing to find a "backer".

A few days later, Zhang Guoguang suddenly disappeared from the organ, and the members of the municipal party committee did not know his whereabouts. A week later, Zhang Guoguang appeared in the organ again, with a smile on his face, and no one dared to ask what he was doing.

Zhang Guoguang wants to find a strong relationship in Beijing, but as the secretary of the municipal party committee, it is inconvenient for him to come forward in person, but the leader has "ideas" and there will definitely be someone to stand up and help. This person is Liu Aidang, the nemesis whom Zhang Guoguang has met in his eight years as an official in Shenyang.

In order to make faster progress in his career, Zhang Guoguang asked Liu Aidang to help him find a relationship. For Zhang Guoguang's heavy trust, Liu Aidang did not dare to slacken off, and he did everything in his power to get close to Chai Wangqun.

After Zhang Guoguang lost the 14th Party Congress, he asked Liu Aidang to go to Beijing for activities. At the banquet, Liu Aidang and Chai Wangqun met, and Chai Wangqun asked Liu Aidang to come back and let Zhang Guoguang personally come to visit, so that everyone knew each other.

Soon, Zhang Guoguang went to Beijing with Liu Aidang and found Chai Wangqun, and Zhang Guoguang asked Chai Wangqun to help him on his career. Chai Wangqun promised with all his mouth that he could get to know and help high-ranking local officials, and he would benefit himself without harm.

This is the reason why Zhang Guoguang mysteriously disappeared from the organ for a week at that time. Since then, with Liu Aidang as a link, Zhang Guoguang and Chai Wangqun have also become "good friends".

One day in May 1993, Liu Aidang hosted a banquet at the Minzu Hotel in Beijing. After three rounds of wine, five flavors of dishes, Chai Wangqun said his difficulties, although the scenery was momentary, but there was also bitter water that could not be said, saying that Liu Aidang frequently nodded, as if he had a confidant. At the time of parting, Liu Aidang gave him 20,000 yuan and a brand-name watch worth 23,800 yuan. Chai Wangqun smiled one by one. A month later, Liu Aidang and Chai Wangqun had dinner at a hotel, and Liu Aidang gave him another 3,000 yuan, but Chai Wangqun did not resign and accepted it.

In order to get closer to the Chai Wangqun family emotionally, Liu Aidang chose a curved approach. In the subsequent contacts, Liu Aidang saw Chai Wangqun's son, showed a very fond look, and proposed that it was a matter of course for his son to think that he was a dry son and that his father cared for his son.

Liu Aidang knew that although Chai Wangqun was the deputy director, his salary income was not high. Chai Wangqun's wife, Xu Moumou, works in a hotel in the Shanxi provincial office in Beijing and does not make much money. In addition, Chai Wangqun's son suffers from eye diseases and has been seeking medical treatment everywhere, spending a lot of money. For Chai Wangqun, what this family lacks most is money.

In order to rely on this big tree, Liu Aidang did everything in his power to tie up the Chai Wang Qun. At that time, Xu Moumou suspected that the hotel work salary was low and wanted to change jobs. Liu Aidang took the initiative to propose to Chai Wangqun to let Xu Moumou work in the Beijing office of his Shengfa Company, so that he could not only take care of children with eye diseases, but also solve the family's economic difficulties. Chai Wangqun consulted with his wife, who gladly agreed.

In December 1993, after xu moumou went through the formalities of suspension of pay and retention of his post in the original unit, he came to work in the office set up by Shengfa Company in Beijing, engaged in miscellaneous work such as ticketing and reception, and took care of the child's hospitalization and physiotherapy. Liu Aidang also orally appointed Xu Moumou as the deputy director of the office, although no formal documents were issued, but the initiation of money was not false at all.

After coming and going, Liu Aidang's close contact with Chai Wangqun and his family quickly narrowed the distance between the two sides, and Liu Aidang became a welcome guest of Chai Wangqun's family for a while, and also won the favor of Chai Wangqun. The friendship between Liu Aidang and Chai Wangqun is growing day by day.

<h1>Officials and businessmen collude to help each other and reciprocate</h1>

One party gets the money, and the other naturally benefits too. Chai Wangqun accepted bribes from Liu Ai's party, and he was bound to use the power in his hands to take care of the other side.

In early 1994, Liu Aidang met Liu, director of the Shenyang Railway Bureau, in Shenyang through Chai Wangqun. When he learned that the decoration project of the "Oriental Building" of the Railway Bureau was preparing to be carried out, Liu Aidang immediately asked Chai Wangqun to contract the project for him. Chai Wangqun immediately lobbied Director Liu, hoping that the decoration project would be undertaken by Liu Aidang. Director Liu said that the construction party undertaking the project must have a grade A qualification or above, while Shengfa Decoration Company was registered and established, only B qualification, in order to promote Grade A qualification, it must be 5 years after the establishment of the company.

Seeing that the work could not be done, Chai Wangqun and Liu Aidang arranged for Zhang Guoguang, secretary of the Shenyang Municipal PARTY Committee, to meet with Director Liu. The secretary of the municipal party committee summoned him, and Director Liu did not dare to be sloppy, so he took Deputy Director Xu, who was in charge of the project, to see Zhang Guoguang. Zhang Guoguang signaled that the decoration project of the "Oriental Building" of the Railway Bureau should take care of Shengfa Company.

With the direct inquiry of the leader, the relevant personnel of the Railway Bureau had to do so, and without strictly examining the qualifications of Shengfa Company and without public bidding, Shengfa Company contracted the main decoration project of the "Oriental Building" with an advance of 20 million yuan.

On March 1, 1994, the newly registered Shengfa Decoration Engineering Company declared and promoted to Grade A qualification on the basis of undertaking the decoration project of "Oriental Building". Chai Wangqun personally went to the leaders of the relevant departments in Beijing and instructed Shenyang to directly submit the declaration materials of Shengfa Decoration Engineering Company to Beijing.

In this way, Shengfa Decoration Engineering Company was promoted to Grade A qualification on March 29, 1995, without even having the basic age conditions, and met the qualification conditions for contracting the decoration project of "Oriental Building". Shengfa Decoration Company undertook the decoration project of "Oriental Building", with a total profit of more than 4 million yuan.

During the contracting period, Liu Aidang visited Chai Wangqun's home many times, and with the further strengthening of the relationship between "supply and demand", Chai Wangqun also talked about his housing shortage and wanted to buy a house many times.

The speaker is "unintentional", the listener is intentional, and Liu Aidang naturally understands it. In the summer of 1994, Liu Aidang proposed to buy a house for Chai Wangqun on the grounds that Chai Wangqun's wife, Xu Moumou, was working at Shengfa Company. After Chai Wangqun agreed, Liu Aidang selected a 120-square-meter housing unit located in a district of Beijing, worth more than 1.1 million yuan. Chai Wangqun asked his wife to inform Liu Aidang of the bank account number and the amount of the telephone, and Liu Aidang arranged for the company's financial personnel to wire the house money to the real estate company in two installments and signed for reimbursement.

Chai Wangqun is a very careful person, how to make this house that came out of thin air legal, and be the owner of the house smoothly, or it took him a lot of thought.

On November 29, 1994, Chai Wangqun dictated to his wife Xu Moumou to draw up two agreements in duplicate in advance, and called Liu Aidang to his home, saying that in order to prevent the Discipline Inspection Commission from investigating in the future, Liu Aidang would buy this house for office use in the name of Xu Shunxi by Shengfa Company. Subsequently, Liu Ai's party members spent nearly 100,000 yuan on the renovation, but Chai Wangqun still had doubts and did not dare to move in.

At the end of 1995, Liu Aidang asked Chai Wangqun why he did not go to live in this house, and Chai Wangqun hesitated to say that it was inappropriate to live in this way, and then proposed to Liu Aidang that he issue a house distribution document in the name of the company, saying that "only by living in this way can it be justified and legalized." Therefore, on March 6, 1996, Liu Aidang drafted a false Document of Shen Shengjifa [1996] No. 3, "rewarding" the housing set to Xu Moumou in the form of a document, and handing the document to Chai Wangqun in person in Beijing.

On August 14, 1998, Xu Received a House Title Certificate and registered it in his name. During the whole process, the members of the board of directors of Shengfa Group Company did not know anything, nor did they know Xu Moumou himself. Until the time of the crime, the house had been used by Chai Wangqun to place household items, and the real estate certificate and keys were kept and held by Xu Moumou.

Receiving ill-gotten gains, Chai Wangqun's heart was not steady. In order to keep it a secret, he kept the bribe money in more than a dozen savings houses, and then hid more than 30 deposit certificates in the frozen fish belly in the refrigerator, in the mezzanine of the drinking cup, in the personal newspaper clippings, and in the living room, bedroom and other unexpected places.

<h1>Senior officials overturned the ship and fell off their horses</h1>

The "Muma" case in Shenyang led to the bribery case of Chai Wangqun, and the fact that Chai Wangqun accepted bribes surfaced.

In December 2001, the Central Commission for Discipline Inspection imposed "shuanggui" on Chai Wangqun's wife, Xu Moumou.

On April 15, 2002, after Chai Wangqun was "shuanggui" by the Central Commission for Discipline Inspection in Beijing, the Central Commission for Discipline Inspection handed over chai Wangqun's case to the Yunnan Provincial Commission for Discipline Inspection. On May 28, the Yunnan Provincial Commission for Discipline Inspection transferred Chai Wangqun's bribery case to the Yunnan Provincial People's Procuratorate for investigation. On May 30, the Yunnan Provincial People's Procuratorate filed a case for investigation.

Before Xu Moumou was "shuanggui", the briber Liu Aidang confessed: "In addition to sending a house to Chai Wangqun, he also sent him money several times. ”

After Xu Moumou was "shuanggui", she thought that "as long as she said it, it would be fine", so she led the comrades of the Central Discipline Inspection Commission to her home, saw the house that accepted bribes, and handed over more than 20 deposit certificates and house keys totaling more than 100,000 yuan.

Two investigators immediately rushed to Beijing and on June 3 searched Chai Wangqun's two residences and Xu X's office at the "Sanjin Hotel"; at the same time, the Anti-Corruption Bureau of the Provincial Procuratorate conducted a search of Chai Wangqun's residence in Kunming, searched and seized Chai Wangqun's 70,000 yuan, 5 calligraphy paintings and relevant documentary evidence, and froze part of the bribe money handed over by Xu during the "shuanggui" period, totaling 166,000 yuan of bank deposit certificates, 28,660 US dollars, and 6727.56 Hong Kong dollars.

However, in the face of this evidence, Chai Wangqun tried his best to argue, and in 17 interrogations, even the leaders of the Anti-Corruption Bureau personally met him several times, but he did not admit it, and he repeatedly argued: "My problem is a big problem is a problem of violating the law and discipline, using Liu Ai's house, violating discipline!" When the case-handling personnel formally contacted Xu Moumou, she did not speak, and after 3 days, although she opened her mouth, she did not recognize the fact that she had confessed to the Central Discipline Inspection Commission.

Because the witnesses involved in this case are in important positions, the location of the case is Beijing, Shenyang, Kunming and other departments, the time span is 8 years, and the account certificates of the "Muma case" that shocked the whole country have been all sealed, etc., the investigation and collection of evidence is very difficult. In order to find the "regenerative evidence" that made Chai Wangqun bow his head and confess guilt, the investigators went through great hardships.

The investigators traveled five times to Beijing, Liaoning, Hebei and other provinces and cities for more than 70 days, traveled more than 20,000 kilometers, overcame many difficulties, and looked for documentary evidence that Chai Wangqun was seeking benefits for Liu Ai's party and Liu Ai's party had paid bribes to Chai Wangqun. With unremitting efforts, investigators searched for more than 30 people to collect evidence, verified and obtained more than 400 pages of documentary evidence on the inseparable interests between Chai Wangqun's profit for others, others seeking profits for Chai Wangqun, and Chai Wangqun's bribery house, and found out the criminal facts of Chai Wangqun's suspected bribery.

On August 7, Chai Wangqun was escorted back to Kunming from Beijing by the Yunnan Provincial Procuratorate. In the face of ironclad evidence, Chai Wangqun bowed his head. On June 9, 2003, the Kunming Municipal People's Procuratorate filed a public prosecution in the case with the Kunming Intermediate People's Court.

The procuratorial organs alleged: Between 1993 and 1997, Chai Wangqun, a state functionary, disregarded the laws of the land, took advantage of the convenience of his position and power, and through the conduct of other staff members, to seek improper benefits for the trustees, illegally accepted a set of houses in Beijing worth 1,101,613 yuan, a set of houses worth 1,101,613 yuan, 87,800 yuan, 10,000 Hong Kong dollars, 2,000 US dollars, and a list worth 38,000 yuan. A watch worth 23,800 yuan shall be investigated for criminal liability for accepting bribes.

On November 11, 2003, the Kunming Intermediate People's Court held a public hearing on the case in accordance with law. The court sentenced Chai Wangqun to 12 years' imprisonment and confiscated 100,000 yuan of property for accepting bribes, and his criminal gains were recovered.
