After the 2nd and 11th Divisions reinforced Suqian, the attack on Shuyang would be one of the main routes for the enemy to attack the east (five to six brigades could be concentrated). For example, before the enemy of Suqian attacks the east, it is best for you to concentrate your forces to first annihilate the enemy who invaded Lianshui in the two Huai, and then concentrate on the mountains and the wilderness of Huaye. Seven columns south of Yancheng were left as a restraint to prevent the enemy from advancing north, and it would be better to attack the enemy who attacked Yancheng first.

Third, if the enemy in Suqian has indeed moved to Shuyang in the east, Yamano plans to concentrate the full strength of Ye Zhong, the Eighth Division, and the police brigade to the south, so as to cooperate with Huaye from north to south to annihilate the enemy on this road, and then look at the situation and fight back against the enemy in the east of Lunan. In this way, huaye's main forces (the first, second, sixth, and seventh divisions) should assemble in appropriate mobile positions near Lianshui, and the mountain fields (Ye Zhong, eighth divisions, and police brigades) should assemble mobile positions north of Longhai Road and along the Yi River, so as to facilitate the three-day trip to catch up and enter the battle, and at the same time take care of the overall situation (Lianshui and Shuyang, Lunan and Shuyang) and not prematurely expose our attempts to prevent the enemy from advancing, otherwise only consolidating the south will not solve the problem, and it will fall into a situation of dispersing and dividing the troops equally.

Fourth, after the mountains and fields go south, they must return to the north for no more than ten days (because there are no troops in the north), so as to ensure the grain area of Pi Pi, otherwise it will cause serious difficulties in Shandong and Central China in the future.

Fifth, if the above situation cannot be arranged, shuyang is in great danger of being invaded by the enemy, and you should make full preparations.
