Lanzhou, 25 Mar (Xinhua) -- In order to ensure that targeted poverty alleviation is realized as scheduled, Gansu Province has decided to carry out a special action of "two investigations and two guarantees" in the field of poverty alleviation to "investigate and deal with unhealthy trends, ensure the implementation of poverty alleviation policies, investigate and deal with corruption problems, and ensure the safety of poverty alleviation funds."
The Office of the Leading Group for Poverty Alleviation in Gansu Province and the Gansu Provincial Commission for Discipline Inspection recently jointly issued the "Notice on Carrying Out the Special Action of "Two Investigations and Two Guarantees" in the Field of Poverty Alleviation. The circular makes it clear that in the aspect of "investigating corruption," Gansu has focused on investigating and dealing with problems in poverty alleviation projects such as embezzlement and encroachment, interception of private shares, false declarations and fraudulent claims, arbitrage and deception, squandering and wasting, private deposits, misappropriation of funds for poverty alleviation, bribery and bribery in the name of running poverty alleviation projects, and eating kickbacks in the course of poverty alleviation, taking "red packets," and "tofu slag." The "unhealthy trend of investigation" focuses on investigating and dealing with "digital poverty alleviation", not being solid and inaccurate in the establishment of files and cards for poverty alleviation targets, being lazy and slow in poverty alleviation, eating and taking cards, prevaricating, doing things unfairly, operating in a black box, withholding the masses' property, and defaulting on the masses' money.
Gansu Province has a large area of poverty, and the task of poverty alleviation is arduous. By the end of 2015, there were still 3.17 million poor people in Gansu Province. In order to ensure that the poor people are lifted out of poverty on schedule, Gansu Province formulated the "1+17" precision poverty alleviation plan in 2015, planning to invest at least 156.3 billion yuan in financial funds from the beginning of 2015 to the end of 2020, which is equivalent to more than 6200 yuan per person per year.
In this special operation, Gansu will also "raise the bottom line" of the clues of letters and visits, sort out and check the unhealthy trends and corruption clues that reflect the interests of the masses one by one, and "look back" one by one; and list and supervise the key problems that reflect the concentration and bad nature, and handle them within a time limit.
The circular said that the village-based help and support teams stationed in various poor villages must give full play to their close advantages and have the responsibility of supervising the funds and projects for poverty alleviation.
