The transformation of Changan Automobile is a vivid microcosm of Chongqing's industrial development. As an old industrial city, Chongqing's industrial economy once faced the problems of weak scale growth and insufficient transformation momentum. At the end of 2017, Chongqing proposed to implement the "Innovation-driven Development Strategy Action Plan Led by Big Data Intelligence", focusing on 12 areas such as big data, artificial intelligence, integrated circuits, and intelligent networked vehicles to build high-end industrial clusters, and focusing on planting "intelligent factors" for the industry.

In Xiyong Microelectronics Park, the 8-inch power semiconductor wafer production line invested by Cr Microelectronics has reached a monthly production capacity of 55,000 pieces, and in June this year, CR Microelectronics also invested an additional 11.7 billion yuan to build a 12-inch power semiconductor wafer production line and a sealing and testing base. "We will build the country's largest power semiconductor R&D and manufacturing base in Chongqing, and promote Chongqing to move towards the national integrated circuit industry highland." Zhuang Hengqian, deputy general manager of China Resources Microelectronics (Chongqing) Co., Ltd., said.
Big data intelligence drives industrial development, which is inseparable from the exchange and collision of new technologies and new ideas. To develop the intelligent industry, "computing power" must go first. In recent years, Chongqing has built a data center with the largest scale in the western region, of which the Liangjiang International Cloud Computing Industrial Park alone has formed a support capacity of 400,000 servers. "Every time citizens swipe their medical insurance cards and retrieve a Yukang code, they need to interact with each other." Zhou Liang, operation manager of Tenglong data center, said that the Tenglong data center with an investment of 2 billion yuan has more than 100,000 servers and has served many fields such as municipal affairs, medical insurance, finance, entertainment and so on.
As a city with an industrial city, Chongqing has focused on promoting "intelligent manufacturing" and driving industrial transformation and upgrading, and issued the "Chongqing Municipal Implementation Plan for the Development of Intelligent Manufacturing (2019-2022)". Looking at Chongqing's industrial base and market prospects, large-scale industrial Internet platforms have successively "grabbed the beach" in Chongqing. Among the 15 cross-industry and cross-field industrial Internet platforms selected by the Ministry of Industry and Information Technology, 11 have been laid out in Chongqing.

At the Sanfeng Baiguoyuan Power Plant, located more than 40 kilometers from downtown Chongqing, six super-large incinerators can process 4,500 tons of waste per day. The person in charge of the power plant said that in the past, due to the instability of waste incineration, front-line operators needed to stare at the temperature changes of the incinerator in real time, manually adjust the feed, and even operate every 5 seconds. However, thanks to the introduction of Alibaba Cloud's industrial brain intelligent algorithm, the automatic operation rate of waste incineration has reached more than 96%, and the intensity of personnel operation has been greatly reduced.
Chen Li, general manager of Alibaba Cloud Yugui Branch, introduced that Alibaba Cloud has served a number of industrial enterprises since entering Chongqing. Previously, the industrial Internet platform for the automotive industry jointly built by Alibaba Cloud Feixiang and Changan Ford helped Changan Ford greatly improve the efficiency of supply chain management, and also allowed more than 1,000 small and medium-sized enterprises on the chain to take the first step of "digital factory".
According to statistics, in the first half of this year, Chongqing added 16,000 new enterprises to the "cloud platform", and more than 87,000 enterprises stepped onto the "cloud"; in the past three years, Chongqing has built 105 intelligent factories and 574 digital workshops, and the output value of more than 1,500 enterprises that have implemented intelligent transformation in the first half of this year has increased by 46.8% year-on-year, contributing more than 60% to the growth of the city's industrial output value.
According to the plan, Chongqing will also continue to build a "50000" digital industry innovation and development system, that is, cultivate 5 listed enterprises or unicorn enterprises, concentrate on building more than 10 digital economy industrial parks, coordinate the construction of more than 100 R&D and innovation platforms, accelerate the cultivation of more than 1,000 high-growth digital economy enterprises, and promote the high-quality development of the digital economy.
"Increase wisdom" for social service and "add color" to people's lives
Based on the latest intelligent technology and innovative applications, Chongqing has continued to aim at social service upgrades in recent years, and promoted the application of big data intelligence in government services, social governance, people's livelihood improvement and other fields.
Taking government services as an example, in 2018, Chongqing launched the "Chongqing Quick Office" government service mobile terminal, through the open sharing and collaborative management of government data resources, many matters that used to need to provide proof and on-site verification can now be achieved "fingertip reach, palm access". Recently, the "Chongqing Express Office" has been upgraded to version 3.0, with the number of matters handled increasing to 1875 and the number of users exceeding 21 million.
In urban governance, intelligence is everywhere. Based on building a "smart city", chongqing's new smart city operation and management center as an intelligent hub will be completed and put into use in 2020, and the first batch of 150 business systems of 80 municipal departments, districts and counties, enterprises and institutions will be connected, and the "one key, one screen, one network" will be initially realized to manage urban operation.
At the same time, "smart life" has also accelerated into the homes of ordinary people, and more citizens have been able to share the dividends of intelligent development of big data: "Yukang Code" has accumulated 31 million applications and 2.1 billion visits; the "Yukilong" financing platform has helped 204,000 small and micro enterprises raise 32 billion yuan; "telemedicine" has served more than 2 million patients a year, and people in remote areas can enjoy the quality services of large hospitals at their doorsteps...
