On July 1, 1958, the Hangzhou Library was established in the conference room on the second floor of xinhua bookstore in Hangzhou. With the increasing readership, the originally cramped space could no longer withstand the crowding, so it was soon relocated to 6 Miren-ri. The boat of Hangzhou Library began to set sail to the vast sea of social public services.

In May 1986, the Hangzhou Library moved from the small building in the deep lane of Jianrenli to the new library at No. 254 Huansha Road, with an area of 5,500 square meters, which is a basic and functional professional building.

In October 2008, a modern library with a total area of 43,860 square meters was built in the Qiantang Riverside Civic Center.
Over the past 60 years, Hangzhou Library has initially borrowed the conference room of about 80 square meters on the second floor of Xinhua Bookstore as a building, and to today has a total area of 43,860 square meters in the main library of the Civic Center, with a collection of 4.38 million volumes (pieces), and has been rated as a "national first-class library" by the Ministry of Culture, undertaking the heavy responsibility of protecting citizens' basic cultural rights. This embodies the painstaking efforts of generations of "Hangtu people" who have silently dedicated themselves.
In the past ten years since the opening of the main library of the Civic Center, Hangzhou Library has gradually realized a series of transformations from traditional libraries to cultural complexes, from single libraries to cluster libraries, from physical libraries to virtual and real libraries, and from general reading to large reading through innovative services, making it a "citizen's big study" with unique charm and loved by all walks of life and the public.
