Standing at a new starting point, a meeting to jointly conspire for the governance and protection of Taihu Lake is in full swing. This year, the establishment of the joint conference mechanism for water conservancy work in Taihu Lake cities ushered in the fifth anniversary.
The population and wealth of the Taihu Lake Basin are concentrated, and the management of the river basin involves two provinces and one city and many functional departments. In the development of regional integration in the Yangtze River Delta, how to carry an extraordinary mission has become an important issue facing the water conservancy people of Taihu Lake.
The hour hand is dialed back to December 21, 2016. The Taihu Lake Basin Management Bureau of the Ministry of Water Resources organized the competent water administration departments of Jiangsu, Zhejiang and Shanghai, as well as the relevant responsible persons of the people's governments of Suzhou, Wuxi, Changzhou, Jiaxing, Huzhou, Qingpu and other cities (districts) to gather together to provide suggestions and contribute wisdom to the governance and protection of Taihu Lake.
This is a long-awaited "brainstorming". The governance and protection of Taihu Lake has thus begun a new journey.
In the past five years, the mechanism of the joint conference on water conservancy work around Taihu Lake has been operated efficiently; the rules of procedure and organizational methods have been continuously enriched and improved; the number of member units has been increasing, and Jiangsu Kunshan, Wujiang, Zhejiang Jiashan, and Shanghai Jiading have successively joined the "circle of friends" of heli water control.
In the past five years, all member units have given full play to the role of the joint meeting platform, adhered to the game of chess in the river basin, extensively gathered wisdom, actively united and cooperated, continuously promoted the solution of a number of hot and difficult problems in the governance of Taihu Lake, and worked together to promote the reform and development of water conservancy in the river basin to a new level and achieve new achievements.

"Strengthening communication and coordination and adhering to unity and water management are the magic weapons to promote the continuous development of water conservancy undertakings in the river basin and achieve outstanding results, and it is also the original intention of our joint conference on water conservancy work around Taihu Lake." Wu Wenqing, director of the Taihu Lake Bureau, said, "It is the common vision of all member units to make the rivers and lakes more peaceful, to make the Taihu Lake more healthy, to make the economic and social development more coordinated, and to let the people live and work in peace and contentment." ”

With the passage of time, what has changed is the "concentric circles" that work together to control water and draw bigger and bigger, and what remains unchanged is the determination and confidence of condensing the strong synergy of water control and water rejuvenation in the river basin.
How to manage inter-provincial lakes? New initiatives to solve old problems
The relationship between water affairs in Taihu Lake is complex, there are many rivers entering and leaving the lake, the exchange of water currents is frequent, the demand for the development and utilization of water and soil resources is high, and the difficulty of governance and management can be imagined.
How to solve the problem of inter-provincial lake management and protection? Taihu Lake water conservancy people are well aware that unity and cooperation are the foundation and institutional mechanisms are the guarantee.
This is a historic moment: on November 13, 2018, the Taihu Lake Bureau, together with the Jiangsu Provincial and Zhejiang Provincial River Chiefs' Offices, officially established China's first inter-provincial high-level deliberative coordination platform for lake chiefs - the Taihu Lake Chief Consultation and Coordination Mechanism.
"The governance and protection of Taihu Lake requires the joint participation of many provinces and cities along the lake, the coordination and linkage between the chiefs of lakes at all levels of Taihu Lake and the river chiefs entering and leaving the lake, and the overall planning of water resources utilization, water environment governance, water ecological restoration, water shoreline management and other work." Wu Wenqing used the "three needs" to express the important practical significance of establishing a consultation and cooperation mechanism for the mayor of Taihu Lake.
On December 14, 2019, the Taihu Lake Bureau, together with the River Chiefs Offices of Jiangsu Province, Zhejiang Province and Shanghai Municipality, included Dianshan Lake and its main inlet and outlet lakes located in the core area of the Yangtze River Delta Eco-Green Integrated Development Demonstration Zone into the scope of the cooperation mechanism, and expanded the establishment of the Taihu Lake Dianshan Lake Chiefs Cooperation Mechanism.
Whether the mechanism is good or not depends on the results.
——Compile the "Water Conservancy Plan for the Demonstration Zone of Ecological Green Integrated Development in the Yangtze River Delta", which provides a reliable basis for the construction of flood prevention, water supply and water ecological environment protection and restoration projects in the demonstration area;
——Issued the "Guiding Opinions on Further Deepening the River and Lake Length System in the Demonstration Zone of Ecological Green Integrated Development in the Yangtze River Delta and Accelerating the Construction of Happy Rivers and Lakes", guiding the two districts and one county in the demonstration area to jointly create a model of happy rivers and lakes that highlight the characteristics of Jiangnan water towns;
——Deepen and improve the information sharing of comprehensive water environment management in the Taihu Lake Basin, promote the better application of shared data, and successfully select the "Yangtze River Delta Regional Cooperation Innovation Case Collection" based on the sharing platform to create a case of "breaking through the bottleneck of 'data islands' and building a new pattern of water environment co-protection and joint governance";
-- Carry out the special rectification battle of "cleaning up and suppressing water hyacinth and beautifying the water environment" to effectively ensure a good water environment during the China International Import Expo;

The results don't stop there. Driven by the demonstration of the mechanism, all parts of the basin have actively explored and promoted cross-regional coordination and linkage, joint protection and co-governance.
——Qingpu, Wujiang, Kunshan and Jiashan have continuously deepened the "joint river chief system", jointly issued the "Demonstration Zone Cross-border River and Lake Joint River And Lake Long River Patrol Work System", and jointly planned the "1+5+X" work plan;
——Suzhou and Wuxi launched the implementation of the Wangyu River joint river chief system, and coordinated the construction of a new pattern of ecological governance of cross-border rivers and lakes;
——Qingpu and Kunshan signed a cooperation agreement on "Shanghai-Kunming Water Integration" to jointly promote the linkage of water control mechanisms and the joint promotion of the river and lake chief system;
"The Taihu Dianshan Lake Chiefs Cooperation Mechanism is a rich improvement of the cross-regional lake deliberation and coordination mechanism, an important starting point for promoting the river chief system from 'famous' to 'real', an innovative measure for water conservancy to promote the high-quality development of regional integration in the Yangtze River Delta, and a vivid practice of actively practicing Xi Jinping's ecological civilization thought in the Taihu Lake Basin." On August 20, 2020, General Secretary Xi Jinping stressed at the symposium on solidly promoting the integrated development of the Yangtze River Delta in Hefei that it is necessary to deeply understand the status and role of the Yangtze River Delta region in the country's economic and social development, combine the new situation and new requirements facing the integrated development of the Yangtze River Delta, adhere to the unity of goal-oriented and problem-oriented, closely follow the two keywords of integration and high quality to grasp key work, really do solid work, immerse oneself in hard work, and promote the integrated development of the Yangtze River Delta to achieve continuous results.

For the first time, the Taihu Lake Bureau, together with the four provinces and cities of Jiangsu, Zhejiang, Shanghai and Anhui in the basin, issued the "Action Plan for Supporting and Ensuring the Integrated Development of the Yangtze River Delta in the Taihu Lake Basin and Coordinated Water Control". The plan closely focuses on the two keys of "integration" and "high quality", and puts forward a list of 50 key tasks in 6 aspects.
Wu Wenqing introduced that water conservancy supports the integrated development of the Yangtze River Delta, that is, to ensure the integrated development of water security in the Yangtze River Delta as the goal, to consolidate the joint force of water management, to accelerate the completion of the shortcomings of water conservancy infrastructure, to innovate the institutional mechanism for the integrated development of water conservancy, and to strengthen the joint management of cross-border water bodies and the joint management and control of rivers and lakes.
