After the July 7 Incident in 1937, the Kuomintang was overwhelmed, and the troops who had retreated from the north continued to move south, and these soldiers were unrestrained and scolded the people for doing wrong. The southern counties and districts of Jizhong, which were already panicked, fell into a state of turmoil.
Around September 26, Li Fuxing, the kuomintang governor of Shenze County, packed up the gold and silver and fled with his cronies and family members. Suddenly, Fukasawa Prefecture fell into a state of anarchy. At this time, bandits and landlord armed forces from all over the world began to come to the forefront. The gentry in the city organized a maintenance meeting headed by Zhao Xinwu. Zeng Wanzhong, the commander of the Northeast Army who had retreated to Shenze, appointed Zhao Xinwu as the county magistrate.

However, after Zeng Wanzhong left, Fan Jinfeng of the south of the city entered the city, and he organized the so-called fourth detachment of the Hebei Nationalist Army and appointed himself as the captain. He distributed grain and money to the people, which violated Zhao Xinwu's interests, and the two sides began to struggle.
Just at this time, the planes of the Japanese vanguard troops came to fukasawa to bomb, just in time for the county town of Fukasawa to gather, and some people who could not dodge were killed. At this time, Zhao and Fan were leading their respective men and horses to seize power, and as soon as the plane exploded, Fan Jinfeng was frightened and scattered, and immediately ran away with his troops.
At this time, the 691st Regiment of the Northeast Army led by Lü Zhengcao announced the establishment of the People's Self-Defense Army in Xiaoqiao Town, Jin County, and he served as the commander, and soon after he led his troops to join the Eighth Route Army. With the support of this force, the Anti-Japanese Salvation Congress was established at the Arctic Platform in Fukaze. By the end of October, the Provisional County Committee of the Communist Party of China was established in Shenze, with Yuan Huannong as secretary and the Eighth Route Army remaining behind a squadron.
Zhao Xinwu was ambitious, and soon he went to Anguo to bribe the bandit leaders of several villages and gathered more than 1,000 bandits to surround the county seat. Lü Zhengcao's troops came from Anguo to break the siege, and the bandits quickly dispersed like birds and beasts. In late November, Li Chuxiao, the director of the political department, brought one of Zhao Chengjin's battalions to Fukasawa, where he arrested Zhao Xinwu and announced his crime of colluding with bandits to sabotage the War of Resistance, and finally, the evil Zhao Xinwu and several of his minions were executed.

From September 26, when the Kuomintang county magistrate escaped, to the end of October, in a short period of about 35 days, Shenze County changed three county chiefs.
