BEIJING, Dec. 16 (Xinhua) -- The rapid construction and commissioning of Huoshenshan and Leishenshan hospitals has played an important role in Wuhan's fight against the new crown pneumonia epidemic. At the 2020 China Urbanization Typical Case Seminar held on the 15th, the construction experience of Huoshenshan and Leishenshan Hospitals was highly affirmed, and urban safety was also valued.
The expert team led by Jin Dejun, former chief engineer of the Ministry of Housing and Urban-Rural Development, went to Wuhan for field research, and after nearly a month of hard work by the members of the expert group and the writing team, they formed a case report "The "Chinese Power" of the Construction of Huoshenshan Leishenshan Hospital - Opening a New Journey of China's Urbanization Quality Development". JinDejun believes that this report comprehensively summarizes the valuable experience accumulated by Huoshenshan and Leishenshan Hospitals in policy formulation, planning and design, resource integration, program implementation, operation and management, etc., which is of great practical significance at the moment of emphasizing the high-quality development of urbanization.
The report consists of five parts: the first part, explaining that the construction of Vulcan Mountain and LeishenShan Hospital is a critical order. In the face of the increasingly serious epidemic situation, the Third Bureau of China Construction and the Wuhan Municipal Urban and Rural Construction Bureau quickly set up a command center, set up a construction team, and carefully selected the site.
The second part expounds the Chinese speed of Huoshenshan and Leishenshan Hospitals, the concept of general contracting of projects and the experience of scientific overall planning and precise arrangement.
The third part, from the aspects of modular design, building information model technology, prefabricated construction, conditions for building smart medical care, safety and environmental protection, etc., explains that behind China's speed and high-quality control, it is inseparable from the scientific and technological support of the construction industry.
The fourth part elaborates on the rapid completion and use of Vulcan Mountain and Leishenshan Hospitals, making up for the lack of professionalism and medical treatment of public service buildings.
In the fifth part, from the aspects of urban safety to be placed in the prominent position of urbanization, urban emergency infrastructure, and the construction of centralized treatment sites for public health emergencies, it is explained that the "China Speed" of Vulcan Mountain and Leishen Mountain is a plan that can be implemented and promoted, and it is also a typical example of the rational construction and application of public service buildings during the epidemic period.

Xiao Jincheng, former director of the Institute of Land Development and Regional Economics of the National Development and Reform Commission, believes that in terms of emergency management, Huoshenshan and Leishenshan Hospitals can be used as a model for China's response to public health emergencies. He suggested that a nursing training school should be planned and built in each prefecture-level city according to the standards of infectious disease prevention and treatment hospitals, and the location can be selected within 5 kilometers from the prefecture-level city center, with an area of about 1 square kilometer, and once the epidemic outbreak occurs, it can be directly transformed into an infectious disease hospital to admit patients.
Zhang Jianpeng, chief physician of the Respiratory Department of the Third Medical Center of the PLA General Hospital, proposed that conventional hospitals should have the function of infectious disease hospitals at the beginning of construction, and if an epidemic occurs, they can be quickly activated.
Zhang Youyun, deputy director of the China International Urbanization Development Strategy Research Committee, believes that public health emergencies highlight the problem that infrastructure has not fully kept up with in the process of rapid urbanization.
