On the morning of August 13, Yu Jiang, member of the party group of the Dandong Municipal Government, secretary of the party committee of the Municipal Public Security Bureau, and chief inspector of the Municipal Public Security Bureau, led Gao Ge, deputy secretary of the party committee of the Municipal Public Security Bureau and deputy director in charge of daily work, as well as the main responsible comrades of the Municipal Police Headquarters and the Municipal Bureau Office, to the Fengcheng City Bureau to guide the investigation and handling of the "8.13" case. Liu Xiangdong, secretary of the Fengcheng City CPC Committee, Jiang Chunguo, mayor of Fengcheng City, members of the Fengcheng City Bureau team, and the main responsible comrades of relevant departments attended the forum.

During this period, Sui Hucheng, director of the Fengcheng City Public Security Bureau, reported on the investigation and handling of the "8.13" case. Comrade Yu Jiang affirmed the Fengcheng City Public Security Bureau's rapid response, proper handling of the major sudden criminal case, and timely elimination of social impact, and put forward five guiding opinions on the investigation and handling of the case in the next step: First, we must regard stability work as the primary task, actively and properly do a good job in the aftermath, and prevent the occurrence of secondary and influential cases. Second, it is necessary to make a difference in the construction of the social security prevention and control system, improve and perfect the mechanism for the investigation and resolution of contradictions and disputes, and ensure that emergencies can be properly resolved and handled in the first place. The third is to give full play to the functions and roles of public security organs, continue to optimize the construction of a law-based business environment, and escort the high-quality development of local economy and society. Fourth, it is necessary to deepen the normalization of the crackdown and rectification work, persist in opening up the road, promote stability, and resolutely ensure the sustained safety and stability of the overall social situation. Fifth, it is necessary to comprehensively strengthen the building of the contingent, persist in building the police politically, and carry out strict and excellent measures at the same time, so as to create a public security contingent of "four iron generals."
