12 representatives from universities, research institutes and enterprises in Hohhot introduced the overall situation of the introduction, training and use of high-level scientific and technological innovation talents (teams) in their units, as well as the role and experience of high-level scientific and technological innovation talents in promoting high-quality development and promoting industrial structure transformation. At the same time, focusing on the shortcomings of the development of scientific and technological innovation talents that restrict the high-quality development of the autonomous region, combined with the main needs of the unit, it focused on analyzing the problems in the implementation of the current policy on scientific and technological talents in the autonomous region and the factors restricting the development of talents, and put forward countermeasures and suggestions in a targeted manner.
Zhang Zhikuan pointed out that through discussion and investigation, we further learned about the overall situation of high-level scientific and technological talents in the autonomous region, the demand for talents, the construction of an environment for attracting talents and wisdom, the implementation of talent policies and treatment, and the transfer and transformation of achievements, more comprehensively grasped the "pain points" and "blocking points" in the autonomous region's activities of cultivating and using talents and stimulating talent innovation, and found out the main difficulties and problems faced by scientific and technological talents. In the next step, the Science and Technology Department of the Autonomous Region will take the in-depth implementation of the "Science and Technology Rejuvenation of Mongolia" action as the command, with the goal of improving the ability to support and lead scientific and technological innovation, study and propose solutions, adhere to the development of the cause to attract and gather high-level talents, adhere to the cultivation of scientific and technological innovation talents in major innovation practices, continuously promote the optimization of the innovation environment, and effectively play the role of the first resource of talents.
