On March 22, 2018, the newly established Ministry of Emergency Management held a cadre meeting. The relevant responsible person of the Central Organization Department announced that Huang Ming was appointed secretary of the party group of the Emergency Management Department, and Wang Yupu was appointed director of the Emergency Management Department.

Huang Ming, born in October 1957, is a native of Jianhu, Jiangsu Province, and a member of the 19th Central Committee.
In the early years, he worked as a rural intellectual in Xinghua County, Jiangsu Province, and entered the Jiangsu Public Security School in December 1978 to study in the internal affairs major. In February 1982, Huang Ming entered the Jiangsu Provincial Public Security Department, starting from the editorial office of Jiangsu Public Security, and from then until April 2003, he successively served as the director of the Propaganda Department, the deputy director of the Political Department, the assistant director of the department, and the deputy director of the Political Department of the Jiangsu Provincial Public Security Department.
In April 2003, Huang Ming was promoted to director of the Jiangsu Provincial Public Security Department, secretary of the Party Committee and first political commissar and first secretary of the Jiangsu Provincial Armed Police Corps; in November 2006, Huang Ming began to serve as the assistant to the governor of Jiangsu Province, a member of the party group of the provincial government, the director of the Provincial Public Security Department, the secretary of the party committee, and the first political commissar and first secretary of the Armed Police Jiangsu Provincial Headquarters.
In November 2008, after 26 years of working in Jiangsu, Huang Ming was transferred to the Ministry of Public Security and served as assistant minister of public security, member of the party committee and director of the general office, and a member of the Central Leading Group for Foreign Propaganda Work.
In August 2009, at the age of 52, Huang Ming was promoted to vice minister of public security and promoted to the rank of vice minister. In April 2016, he was appointed deputy secretary of the Party Committee of the Ministry of Public Security, promoted to the rank of minister, and in August of that year, he was also appointed as a member of the Central Political and Legal Commission.
In March 2018, after a new round of institutional reform of the State Council, Huang Ming, who had been working in the Ministry of Public Security for nearly 10 years, became the party secretary and vice minister of the newly formed Ministry of Emergency Management.
In March 2020, Huang Ming's position was clearly defined as Party Secretary and Vice Minister of the Ministry of Emergency Management.

On April 16, 2018, the newly established Ministry of Emergency Management was put into operation, integrating 13 responsibilities of 11 departments, including the State Administration of Work Safety, the General Office of the State Council, the Ministry of Public Security, the Ministry of Civil Affairs, the Ministry of Land and Resources, the State Forestry Administration, and the China Earthquake Administration, involving five state-level emergency command and coordination agencies, as well as the transfer and integration of 200,000 people in public security fire protection and armed police forests.
"Integrating the emergency resources and forces scattered in various relevant departments, forming a unified and efficient emergency management system, and comprehensively enhancing China's national defense disaster reduction and relief capabilities are the dreams of generations on China's emergency management front." Huang Ming said this in an exclusive interview with people's daily.
In the March 2018 institutional reform, the Department of Emergency Management was the most integrated and complex department.
Huang Ming said that the establishment of the Emergency Management Department is not a unit that changes its name and brand, but a new reconstruction and rebirth.
"Keeping vigil for the party and the people, building a solid line of defense for risk prevention and control and emergency rescue, effectively ensuring the safety of people's lives and property, and making due contributions to the construction of a safe China is my understanding of the establishment of the Ministry of Emergency Management." He said.
According to public information, in 2018 and 2019, the Ministry of Emergency Management organized 395 video consultations on disasters and accidents, launched 105 major disaster responses, and dispatched 443 working groups; the national comprehensive fire rescue team dispatched 25.95 million commanders and fighters, rescued 1.331 million evacuated people, and rescued and protected property worth 55.5 billion yuan.

Chen Sheng, emergency command commissioner of the Ministry of Emergency Management, said in an interview with the media that "always ready" is the "emergency culture" that the leaders of the Ministry of Emergency Management take the lead in setting an example.
"Once I was on duty, at more than 2 a.m., I sent a text message to Secretary Huang Ming, who replied immediately and put forward relevant requirements and precautions. Subsequently, when we were working in the command hall, Secretary Huang Ming and the leaders of the relevant departments came in one after another and fought with us in the night battle. Chen Sheng gave an example.
In the event of a major accident, Huang Ming will also lead the working group to the scene.
On March 21, 2019, after an explosion at the Yancheng Chemical Plant in Jiangsu Province, Huang Ming led a working group to the scene urgently. In the early morning of the 22nd, after arriving in Yancheng, Jiangsu Province, Huang Ming immediately saw the scene of the chemical plant explosion and went to the on-site command center to understand and guide the rescue and disposal work.
On July 24, 2019, Huang Ming led a joint working group to the site of the landslide in Shuicheng, Guizhou, overnight, inspected the rescue situation at the scene in the rain, and held a meeting at the site headquarters.
On December 25, 2020, Huang Ming, as the "Leader of the Jiangsu Special Rectification Supervision Group of the State Council", attended the Jiangsu Deepening Safety Production Special Rectification Mobilization and Deployment Meeting in Nanjing.
