Nandu reporters learned from the official website of the Hong Kong SAR Government that on September 14, the Hong Kong government announced the implementation arrangements for the "Easy to Come to Hong Kong" plan. With effect from 15 September, non-Hong Kong residents in Guangdong Province and the Macao Special Administrative Region will be exempted from mandatory quarantine arrangements upon entry into Hong Kong as long as they meet all the specified conditions of the E-Hong Kong Scheme.
According to the implementation arrangement, any non-Hong Kong resident who has not been to Hong Kong, Guangdong Province or Macao outside Hong Kong on the day of entry into Hong Kong or within 14 days before the day of entry into Hong Kong (excluding the mandatory quarantine period required by the person in the Mainland or Macau under the requirements at that time), as well as any area listed in the "E-Hong Kong/E-Hong Kong Scheme Temporarily Excluded Risk Areas List", can make an appointment for entry into Hong Kong through the e-Hong Kong scheme's online system.

Non-Hong Kong residents who have successfully reserved a place must enter Hong Kong on the appointment date and control point and hold a valid negative nucleic acid test result obtained on or within 3 days before the date of entry at the time of entry into Hong Kong, and will be exempted from the mandatory quarantine arrangement upon entry into Hong Kong.
A spokesman for the HKSAR Government said that in order to ensure the smooth operation of the immigration control points under the "Easy Entry" scheme, there will be a quota at the initial stage of the implementation of the plan, and the number of non-Hong Kong residents coming to Hong Kong through the Shenzhen Bay Port and the Hong Kong Port of the Hong Kong-Zhuhai-Macao Bridge will be 1,000 per day.
Non-Hong Kong residents who come to Hong Kong through the above two ports of entry must first make an appointment through the E-Hong Kong scheme's online system. The online booking system will be open for applications from 00:00 on 15 September, and the next round of bookings will be opened for application at 00:00 every Wednesday. Places are allocated on a first-come, first-served basis.
A spokesman for the HKSAR Government reminded that non-Hong Kong residents who come to Hong Kong from Guangdong Province and Macau under the E-Hong Kong Scheme may still be subject to the quarantine arrangements applicable to the two places (e.g. 14-day compulsory quarantine) when returning to Guangdong Province or Macau from Hong Kong. They should therefore pay attention to the latest quarantine arrangements in Guangdong Province and Macao and make corresponding preparations.
