Zhang Jinsong pointed out that the development of digital economy is an important measure to promote economic development, China is one of the fastest growing countries in the digital economy, and Beijing is a strategic highland for the development of the national digital economy. On August 3, 2021, Beijing issued the Implementation Plan on Accelerating the Construction of a Benchmark City in the Global Digital Economy, proposing the overall goal of building "six highlands", and proposing the three stages of consolidating the status of domestic benchmark cities in 2022, entering the ranks of international advanced digital economy cities in 2025, and building a global digital economy benchmark city in 2030.

Since the beginning of this year, the revenue and profit of the Internet and related service industries in Beijing have grown rapidly, and good development results have been achieved. Zhang Jinsong introduced that as of the end of July, enterprises with income of more than 5 million yuan in the Internet and related service industries (referred to as large-scale enterprises) completed Internet business income of 230.04 billion yuan, an increase of 32.7% year-on-year, completed operating income of 246.77 billion yuan, an increase of 33.3% year-on-year, and achieved operating profit of 12.46 billion yuan, an increase of 8.66 billion yuan year-on-year. Large-scale enterprises completed information service revenue (including online music and video, online games, news information, online reading, etc.) of 154.29 billion yuan, an increase of 39.7% year-on-year, and completed Internet data services (including big data processing, cloud storage, cloud computing and other services) revenue of 6.81 billion yuan, an increase of 30.8% year-on-year.

Zhang Jinsong put forward three hopes for how to grasp the new opportunities brought about by the rapid development of the digital economy, ensure that the Internet industry in Beijing plays a role in the development of the digital economy, and fulfills the responsibilities of the industry.

The first is to improve the political position and deepen strategic understanding.

According to the phased goals proposed in the "Implementation Plan", in 2022, the infrastructure and support system of the digital economy in Beijing will be more perfect, the advantages of data resources will be strengthened, the vitality of digital technology innovation will be continuously released, digital industrialization and industrial digitalization will be accelerated, the construction of benchmarking projects and the cultivation of benchmarking enterprises will make significant progress, and the demonstration radiation capacity of the capital of the digital economy will be improved, further consolidating the status of domestic benchmark cities.

In order to nurture the formation of different types of benchmarking enterprises such as technological innovation, digital empowerment, platform service and scene application, Zhang Jinsong said that it is necessary to further coordinate the digital transformation of enterprises themselves and the development of digital technologies in the industry. The government should play a service guiding role, adhere to inclusive supervision and prudent supervision, accelerate the modernization of industry supervision, maintain the market order of fair competition, create a good business policy environment, loosen the shackles on innovation, reduce the burden on entrepreneurship, and serve the development of the capital's digital economy at a high level; enterprises should correctly understand the relationship between development and security, fulfill corporate social responsibility, prevent network social risks, attach importance to network information security, ensure national political security, build a clear cyberspace, and promote the formation of entrepreneurial innovation that empowers the capital's digital economy.
