School installation monitoring should be reasonable and moderate

Recently, Gansu Tianshui netizens reflected that "the school charges students for classroom monitoring and installation fees", and the Education Bureau of Qin'an County, Tianshui City, replied on October 21 that the "Parents Committee" decided to install video surveillance in individual classes in the spirit of "strengthening the supervision of children and standardizing children's behavior", so that the "third eye" can supervise and restrain children. Whether the "third eye" is needed on campus is actually not much of a controversy, and the installation of monitoring has caused an uproar, and there are two main problems, one is that the monitoring is installed in the classroom, and the other is to charge students for installation.

Compared with other areas of the campus, the classroom is a relatively private space for students, and every move between classes is under the monitoring and watching, which will inevitably make some students uncomfortable and feel that their privacy has been violated; and the parent committee has taken over the work of the school, decided to install monitoring in the classroom and charge students a fee, and there is a suspicion that the responsibility and obligation that the school should bear are disguised to parents and students. And those parents and students who do not agree to the installation must also passively bear the cost.

The "good scriptures" that schools install and monitor are often "distorted" by some places and schools. In fact, as long as the principle of moderation is adhered to and the relevant responsibilities are clarified, the installation and monitoring of schools can gain greater recognition and consensus, and play a practical role.

In recent years, some schools have had safety accidents, and although everyone does not want to see such a situation, it is inevitable that students will bump into each other on campus. Individual parents "love their children", indiscriminately find the school to make trouble, sometimes interfere with normal teaching, if there is a surveillance video to restore the scene, it is easy to find out the context, delineate responsibility, and minimize the occurrence of disputes.

Installing surveillance in public areas on campus is also an important measure to reduce the incidence of bullying in schools. With the "third eye" staring, bullies do not dare to be unscrupulous, and the school can also find the bullying incident at the first time and stop it, which can greatly reduce the occurrence of bullying incidents in school and safeguard the legitimate rights and interests of each student. There are also some emergencies, which may occur in the management and inspection of blind spots by teachers or school security personnel, and with the help of real-time surveillance video, the risk detection ability can be improved, and the emergency can be dealt with in the bud, so that the harm is minimized.

In fact, as early as last year, the Ministry of Education and the Ministry of Public Security jointly held a national video conference on school safety work, which made arrangements, requiring that by the end of 2020, the full-time security guard allocation rate of all primary and secondary schools and urban kindergartens, the closed management compliance rate, the one-click alarm and video surveillance system compliance rate "three 100%" should be achieved, and the safety prevention ability should be improved. It can be seen that whether it is to do a good job in school safety work or to implement the requirements of relevant departments, school installation monitoring is quite necessary and reasonable.

But at the same time, there are several issues that need to be clarified. First of all, providing students with a safe campus environment is the responsibility and obligation of the university, and surveillance video, as one of the initiatives, belongs to the infrastructure that the school must provide. Therefore, the relevant installation and maintenance costs should be borne by the school, and cannot be passed on to parents and students. Secondly, we must respect the privacy of students, such as the public areas of the campus should achieve full monitoring coverage as much as possible, and whether there is monitoring in the classroom, we must fully respect the opinions of teachers and students. Third, campus monitoring involves the majority of teachers and students, how to ensure the security of video content is also a problem that should not be underestimated, strengthen technical protection and system management, I am afraid that the school needs to focus on after installing monitoring, otherwise the relevant information is leaked, the measures to strengthen security may become security vulnerabilities themselves.

Campus installation monitoring is a double-edged sword, the use of good use can make the school management work more effective, the safety of students is more secure, and if it is not used well, it may stimulate students' rebellious psychology and trigger home-school conflicts. In addition, the starting point for the installation of monitoring should be to provide a high-quality environment for children to learn and grow, not just a tool for school management. In fact, this puts forward higher requirements for the management level of the school, which requires the school to be cautious.
