
FBI agents Ray and Jessie, members of the Mosque's Terrorism Task Force, found Jessie's daughter dead in a dumpster during an operation.
While sorting through Jessie's daughter's belongings, Ray finds a suspicious figure in a group photo of a colleague's dinner, but none of the people who attend the dinner know who it is. After investigation, Ray discovered that the man's name was Mazan, an informant of one of his colleagues, and that his arrest was likely to have affected the mosque's counterterrorism mission.
During a baseball game, Ray catches Mazan, who is watching the ball. With the help of District Attorney Claire, Mazan confessed and was struck by lightning as he did something to Claire.
Ray's leaders let Mazan go, and Mazan quickly disappeared, after which Ray left the police station. After 13 years, Ray compared the photos of prisoners in the prison every day and finally found a person who resembled Mazan. After some effort, Ray caught the man who had just been released from prison like Mazan.
But Jessie told Ray to stop tracking Down Mazan and said something that surprised everyone, 13 years ago, a month after Ray left, Jessie found Mazan and killed him. Recalling Jessie's words 13 years ago, Ray discovers with suspicion that Jessie did not kill Mazan, but imprisoned him.
Ray tells Jessie that if she imprisons Mazan for the rest of her life, she will also imprison herself for the rest of her life. Finally, Ray digs a pit in Jessie's backyard, and Jessie ends Mazan's life.
