The 2021 annual city publishing series of senior title evaluation work has started! The online application period for this review is from September 30 to October 21, 2021, as detailed in ↓
1. Institutional set-up
Shanghai Publishing Series Senior Titles Review Committee is the evaluation body of the city's publishing series of senior titles, with four professional subject groups of literature, social science, science and technology, and art (including art, music, dance, etc.).
The applicant needs to select one of the discipline groups for declaration in combination with the publishing field of the unit and the professional post content of the person.
2. Scope of declaration
In-service professional and technical personnel engaged in editing and publishing work full-time in all kinds of publishing institutions in this city (including the internal data editing department of publication type continuity approved by the municipal publication administrative department, as well as the local history, party history, and yearbook editing departments), who meet one of the following conditions:
(1) Have a household registration in this city;
(2) Holding the Shanghai Residence Permit within the validity period;
(3) In the past 2 years, the city has paid social insurance for 12 months.
3. Declaration requirements
(1) Academic qualifications and qualifications
1. Editor: Bachelor degree or above, serve as deputy editor for more than 5 years.
2. Associate Editor: Doctorate degree, as an intermediate title for more than 2 years; bachelor degree or above, as an intermediate title for more than 5 years.
3. For personnel who have been evaluated for other series of senior titles, who need to engage in publishing editing and related work due to their work, and who have been engaged in editing and related professional work for more than 1 year after transferring to the publishing post, they may apply for re-evaluation of the same level of publishing series senior titles.
4. For those who have obtained the title of deputy editor and review and declared the title of editor, they must serve as deputy senior title for more than 5 years, of which more than 3 years have worked in the editorial post.
Seniority is calculated until December 31, 2021.
(2) Others
1. Registration of professional qualifications. The declarant shall perform the professional qualification registration procedures, obtain the responsible editing certificate, and within the validity period.
2. Continuing education. The applicant shall receive continuing education in accordance with the regulations, and submit the certification materials for 72 hours of continuing education per year for the period of 2019-2021.
Fourth, material requirements
(1) For details of the materials submitted for review, please refer to the "Catalogue of Materials for the Evaluation of Qualifications for Senior Professional and Technical Positions in the Publication Series" (see Annex 1), and are sorted out in order.
(2) Recommendation form for the applicants of the declaration (see Annex 2). The personnel department of the unit is responsible for filling in. The assessment time begins with the appointment of the current title.
(iii) Operational work report (see Annex 3). Please summarize according to the requirements of the outline, from the appointment of your current professional and technical position.
(4) The number of papers (works) and the number of words shall meet the requirements stipulated in the "Measures for the Evaluation of Qualifications for Senior Professional and Technical Posts in the Shanghai Publishing Series". The papers submitted by the applicants must have been published in a publicly distributed journal since the appointment of their current title. When applying for multiple papers, it must be noted that the main paper meets the requirements, and the rest are regarded as review references.
(5) Necessary annexes
1. Editors (including art editors) should submit 1 topic selection planning report or research report, 1 review opinion or modification processing opinion; art editors should also submit 2-3 kinds of binding design representative works.
2. Technical editors shall submit 1 kind of technical editing representative works (or 1 book) responsible for national key books or 2 kinds of technical editing representative works (or 2 books) of key books responsible for provincial, ministerial and above levels;
3. Proofreaders shall submit 1 kind of responsible proofreading representative work (or 1 book) responsible for national key books or 2 kinds of responsible proofreading representative works (or 2 books) responsible for provincial and ministerial key books.
4. Journal editors shall also provide 4 copies of the journal (1 each of the last 4 issues) that they have edited and published.
The above works should have been officially published, and unpublished manuscripts, proofs, etc. will not be accepted.
(VI) Roster of Applicants (see Annex 6)
All units are requested to complete the work of publicizing the application targets, fill out the roster, and send the electronic version (one stamped scan version and one Excel version) to the [email protected] before October 21.
5. Work requirements
1. Public institutions (including public institution identity personnel in enterprises) shall implement the recommendation declaration of post vacancies according to the professional and technical post settings of the unit. When the professional and technical personnel of municipal public institutions apply for the evaluation of professional titles, the competent department at the level above shall verify the vacancies of professional and technical posts in the unit; when the professional and technical personnel of the district-affiliated public institutions declare the title review, the district human resources and social security bureau shall verify the vacancies of the professional and technical posts of the unit.
2. Persons who have reached retirement age in the current year will not be accepted. Those who have gone through the procedures for extending retirement in accordance with the regulations must provide an approval form for the extension of the retirement age when declaring.
3. Those who fail to pass the previous year's appraisal will not be accepted in principle this year's declaration (except for those who have achieved significant performance and outstanding contributions in the current year).
4. Persons who have seriously violated the publishing regulations and other relevant laws and regulations in the past two years will not be accepted.
6. Requirements for submission of declaration materials
(1) Requirements for reporting personnel
1. The declarant must completely fill in the various materials (see Annex 1 for the directory of declaration materials), and please note: the declaration of the deputy senior title mainly writes the situation during the intermediate title, and the declaration of the senior title mainly writes the situation during the tenure of the deputy senior title.
2. The declarant shall truthfully fill in all materials. Those who falsify academic qualifications, qualifications, papers, etc., are not to be evaluated or disqualified. The business work report should be based on the approved standards, and objectively reflect the person's level of knowledge, professional ability and work performance.
3. The award filled in by the declarant shall be the professional award at or above the provincial and municipal levels since assuming his current position, and the information filled in must be consistent with the award certificate; if it is a collective award, the unit must provide a certificate indicating the role of the declarant in the process of completing the award-winning work, and if different declarants are involved in the same award, the unit provides a unified certificate.
4. The declarant shall ensure that the content of the written declaration materials is consistent with the content of the online declaration materials and includes all attachments. The consequences of inconsistencies in the materials shall be borne by the declarant.
(2) Requirements for the unit to which the declaring personnel are located
1. The unit to which the declarant belongs shall carefully fill in the recommended opinions and make a comprehensive and objective evaluation of the declarant's performance level and work performance for reference when reviewing by experts. The unit shall bear the responsibility of verifying the authenticity of the materials provided by the declarant, and verify and seal the situation of its academic degree, professional and technical work qualifications, business work reports, dissertations, awards, etc., one by one; the unverified content shall not be considered during the review.
2. After completing the work of publicizing the declaration object, each unit organizes the personnel department to fill in the roster of the declaration object (see Annex 6), affix the official seal, and send the scanned copy to the [email protected].
7. Application and review procedures
(1) Online declaration
1. The declarant logs on to the Shanghai Municipal Human Resources and Social Security Network (http://rsj.sh.gov.cn) - Government Affairs Openness - Title Expert - "Shanghai Title Service System", and enters the Shanghai Title Service System for registration and login according to the corresponding review notice requirements.
2. Select the high judges, subject groups and acceptance points to be declared.
Century Group Acceptance Point: Responsible for the declaration materials belonging to Shanghai Century Publishing (Group);
Periodical acceptance point: responsible for the declaration materials of Shanghai Century Publishing (Group) external periodicals;
High Jury Acceptance Point: Responsible for the declaration materials that do not belong to the above two acceptance points.
3. Upload the prescribed declaration materials and attachments according to the requirements. After the declaration materials are completed and the attachments are uploaded, after checking, click Submit and print the declaration form at the same time (please confirm that the uploaded attachments do not contain viruses, otherwise it may lead to incomplete upload of materials and affect the review)
4. Online declaration time: September 30, 2021 to October 21, 2021 (The deadline refers to the date on which the declarant completes the content and submits the first submission, excluding the time after submission when the jury requires subsequent modifications and submissions. Applicants must complete their first online submission by this date or they will not be able to participate in this year's review. )
(2) Acceptance and review
1. The Office of the High Jury will review the application materials, assign an acceptance number to the personnel who have passed the review, and submit the written materials according to the specified time according to the assigned acceptance number.
2. If the review fails, the declarant shall be informed through the professional title service system, and no written materials need to be submitted.
8. Submission of written materials

2. Charging standard: The evaluation fee is 800 yuan per person. After receiving the acceptance number, please transfer the review fee to the following account: unit name - Shanghai Publishing Association, account opening bank: ICBC Luwan Branch, account number: 1001253709008943335. Please indicate "unit abbreviation + name" when transferring. If the review is not passed, the fee will not be refunded. When submitting written materials, a certificate of payment of the evaluation fee is required.
3. All declaration materials shall be submitted by the personnel department of the unit where the declarant is located.
