Heilongjiang procuratorial "small incision" to achieve "big deeds"

In recent years, under the unified leadership of party committees at all levels, the procuratorial organs of Heilongjiang Province have paid attention to highlighting the main responsibility and main business, taking the positioning of the Constitution and laws as the foothold of procuratorial work, adhering to the work concept of "small incisions and big deeds", doing a good job of the people's "urgent, difficult, and anxious" affairs with heart and feelings, continuously optimizing the people's livelihood procuratorate, striving to meet the aspirations of the heilongjiang people for a better life, and further enhancing the people's sense of happiness, gain and security.

Since 2018, procuratorial organs throughout the province have conscientiously practiced the concept of "litigation of supervision and coordination", continued to deepen the practice of procuratorial public interest litigation, and promoted the formation of a public interest litigation pattern in which the party committee attaches importance to it, the people's congress supervises, the government supports, and all parties cooperate. In 2020, 4,722 public interest litigation cases were accepted, 4,362 cases were filed, 3,645 procuratorial suggestions were submitted, and 232 public interest lawsuits were filed. The "Heilongjiang Provincial Procuratorate Supervision and Governance of the Urban Secondary Water Supply Safety Public Interest Litigation Case" was written into the work report of the Supreme People's Procuratorate.

In recent years, the Heilongjiang Provincial People's Procuratorate has insisted on determining one or two special tasks every year and promoting the whole work from top to bottom. Municipal and county procuratorates not only do the "required actions" and do a good job of "self-selected actions" according to local conditions.

The special work of secondary water supply is derived from the protection of water sources. Most of the water sources are in the suburbs or in the countryside, and urban areas are rare. When the procuratorates in some central urban areas conducted investigations into the water source areas, they found that the secondary water supply safety hazards were serious. Therefore, under the guidance of the Provincial People's Procuratorate, the province carried out this work and issued procuratorial suggestions to the provincial government for the first time.

According to Gao Jiming, chief procurator of the Heilongjiang Provincial People's Procuratorate, the provincial government attaches great importance to this and has invested 1.46 billion yuan to rectify the secondary water supply. At present, the procuratorial organs are carrying out a "review" of this work and continuing to follow up on the results.

In 2020, the procuratorial organs of the province also continued to deepen the special supervision of campus food safety public welfare protection, supervise and work with relevant functional departments to enter the school from outside the school, and the special activities were fully affirmed by the Supreme People's Procuratorate.

Gao Jiming said that the province's procuratorial system promoted the "four strictest" special actions for food and drugs, severely punished crimes endangering food and drug safety, arrested 84 people and prosecuted 205 people in 2020 alone, and handled a number of major cases such as the production and sale of toxic food by 11 people including Mo Mou, which effectively guaranteed the "safety on the tip of the tongue". At the same time, we actively and steadily carry out exploration outside the "waiting", and have never stopped in supervising and controlling public welfare issues such as noise pollution, elevator safety, and road traffic safety.
