Closing the announcement and closing the file, I am very pleased that in this spring, because of the legal warmth transmitted by the procuratorate, the families or families of these three people who were not prosecuted were warm and reunited because of their return.
Back in the office, I wrote in my diary: The law is cold, the law is ruthless, but as prosecutors, we have warmth and affection. In handling cases, we ask a few more whys, more reverse thinking, maybe we will save a person, a family, a family, and even create a social harmony.
It all started at the beginning of February this year. In the cases I accepted with prosecutor Zhang Jinfeng, I found that there were three cases that were "different."
Two of the three cases were traffic accidents. The suspects Sun X and Dong X both surrendered themselves, actively compensated the victim's family and obtained forgiveness after the accident, both of them had complete licenses, drove a motor vehicle that met the safety performance standards, and did not drink alcohol, take drugs, take narcotic drugs and other aggravating circumstances.
The other case was a theft case. The suspect Zhang Mou stole cash as a temporary intention, the amount was small, and he actively returned the stolen money afterwards and obtained the victim's forgiveness.
The common features of the three cases are: the suspects are all first-time offenders, the social harm is small, the social performance is consistently good, there is no previous criminal record, and there is a need for rescue and education.
In view of this, we have issued a series of "three questions" after the study: Is it applicable not to prosecute? Can the case be closed a little earlier? Can it be successfully announced publicly during the epidemic?
This ordinary procuratorial question may be an issue that prosecutors must consider in every case. However, for the parties in these three cases, the choice between litigation and non-litigation is directly related to the issue of personal freedom of the three people, and it is related to many issues of whether the three families are happy and peaceful and reunited this Spring Festival.

The invited hearing officers expressed their views on whether to agree to non-prosecution.

Leniency is strict and disciplined, and procuratorial handling of cases stresses harmony.
