On the afternoon of October 11, Gao Jiming, secretary of the party leading group of the Heilongjiang Provincial Procuratorate, chief procurator, and head of the leading group for education and rectification of the provincial procuratorial team, presided over the 14th meeting of the leading group for education and rectification, and demanded that the inspection, rectification, and reform be effective with a cautious and consistent mental state.
The meeting conscientiously studied the spirit of Secretary Guo Shengkun's speech at the national meeting to promote the education and rectification of the political and legal contingents, conveyed the spirit of the sixth meeting of directors of the Provincial Education and Rectification Office, and the circular of the Guangxi Zhuang Autonomous Region Procuratorate's "Report on "Profoundly Absorbing lessons from the Case of Serious Violations of Discipline and Law in Mengyongshan, Promoting Reform through Motions, and Promoting Governance with Cases," forwarded by the Education and Rectification Office of the National Procuratorial Contingent; and listened to the phased work of the procuratorial organs of the whole province on the practice of "I do practical things for the masses."
The meeting unanimously held that Secretary Guo Shengkun summed up the preliminary work of the second batch of education and rectification, pointed out the shortcomings and deficiencies that currently exist, and put forward ten requirements for carrying out education and rectification in depth. It is necessary to profoundly draw lessons from the corruption cases of Sun Lijun and Meng Yongshan, take the case as a lesson, sound the alarm bell for a long time, resolutely eliminate the black sheep in the ranks, resolutely eliminate the influence of the poison, and build a loyal, clean, and responsible procuratorial iron army. It is necessary to continue to intensify the work of "I do practical things for the masses" and implement in a down-to-earth manner the requirements for doing practical things for the masses, for the grass-roots units, and for cadres and police.
With regard to the in-depth implementation of the spirit of the Second National Conference on Promoting the Education and Rectification of the Political and Legal Contingent and the Sixth Meeting of Directors of the Provincial Education Rectification Office, and continuing to pay close attention to the work of education and rectification, Procurator General Gao Jiming emphasized five requirements:
➤ First, we must further deepen our ideological understanding and prevent slackness and slackness. It is necessary to build a solid ideological foundation from a higher political standpoint; deepen investigation, rectification, and reform with more practical study and education; and shoulder stronger responsibilities and do a good job in serving the people. Eliminate the idea of relaxing and resting our feet, with the mental state of being cautious and consistent, continue to exert efforts, enhance the "four consciousnesses," strengthen the "four self-confidences," and achieve "two safeguards," and use the practical actions of education and rectification to build up political loyalty.
➤ Second, we must further strengthen policy guidance and deepen self-examination and self-correction. Earnestly implement the deployment of the provincial education and rectification leading group, solidly carry out the activity of "building up political loyalty and eliminating the influence of poison", and earnestly from the aspects of ideology, organization, work, and work style, so that the heart-to-heart talks are deepened, the policy orientation is clear, and the poison is eliminated and then promoted. We should conscientiously do a good job in holding special democratic life meetings for leading bodies and life meetings organized by party branches, thoroughly investigate clues to cases of cadres and policemen violating discipline and law, and further enhance the determination and consciousness of procuratorial cadres and policemen to report problems early, solve problems as soon as possible, build anti-corrosion dikes as early as possible, and cut off cancers as soon as possible.
➤ Third, it is necessary to further intensify verification and ensure that the investigation is thorough and thorough. It is necessary to conscientiously compare the problems pointed out by the central supervision group and achieve "three combinations and three promotions," that is, to combine the verification of clues with the evaluation of cases and promote in-depth investigation; to combine persisting in comprehensive investigation with key investigations and promote focused investigations; and to combine internal verification with legal supervision to promote comprehensive investigations. At the same time, it is necessary to actively perform the function of legal supervision, and through special procuratorial supervision, deeply investigate the corruption of law enforcement and judicial affairs, and help education and rectification achieve greater results.
➤ Fourth, we must further do a good job in grasping the source and curing the root causes, so as to achieve the long-term effect of regular treatment. It is necessary to make overall plans to promote the rectification of stubborn and chronic diseases, and while intensifying rectification, we should speed up the establishment of rules and regulations, promote the long-term effectiveness of permanent management, and continuously improve the quality and efficiency of work. On the basis of extensively listening to the opinions of all parties and conducting in-depth visits and investigations, it is necessary to carry out a thorough investigation of problems; it is necessary to keep a close eye on the "key points" in the operation of procuratorial power, the "weak points" in internal management, and the "risk points" where problems are prone to occur frequently, and promote the work of establishing rules and regulations to "drop the bull's eye" and complete key tasks as soon as possible; it is necessary to persist in key management, systematic management, and governance at the source, strictly enforce discipline in rectification work, and seriously pursue responsibility and accountability for those who are not serious in their work, thorough in rectification, and inadequate in performing their duties.
➤ Fifth, we must further consolidate the responsibility and form a work synergy. The key minority should strengthen its responsibility, and the higher courts should increase the intensity of guidance and supervision to the lower courts, so as to achieve compaction of the "four responsibilities", that is, the main responsibility of the party group without deduction, the responsibility of the "key minority" without deduction, the responsibility of publicity and guidance without deduction, and the responsibility of the education and rectification office without deduction, through the linkage between the upper and lower levels and the overall advancement, to ensure that all work is closely connected, smoothly coordinated, and efficiently operated.
