In order to implement the spirit of the National Agricultural Work Conference and the Conference on promoting the Transformation and Upgrading of Fisheries, further promote the green development of aquaculture, promote the reduction and efficiency of aquaculture drugs, and improve the quality and safety of aquatic products, in 2018, the National Aquatic Technology Promotion Station continued to organize relevant provinces to carry out pilot work on aquaculture drug reduction actions. In order to do a good job in the pilot work, our station has formulated the "2018 Aquaculture Drug Reduction Action Pilot Work Implementation Plan", which is now issued to you, please refer to the implementation.
In order to vigorously promote the green development of aquaculture, promote the reduction and efficiency of aquaculture drugs, and ensure the quality and safety of aquatic products, in 2018, the National Aquatic Technology Promotion Station (hereinafter referred to as the "Main Station") continued to organize the aquatic technology promotion agencies (aquatic animal disease prevention and control institutions) of relevant provinces to carry out pilot work on the reduction of aquaculture drugs. In order to do a good job in this work, the following work programme has been formulated.
<b>First, the overall idea</b>
Thoroughly implement the spirit of the Central Rural Work Conference, the National Agricultural Work Conference and the Fisheries Transformation and Upgrading Promotion Conference, with the goal of "ecological prevention and control, reduction of drug use, cost saving and efficiency, and green development", with the national aquatic technology promotion system as the main technical support force, joint aquatic research institutes and colleges and universities, focus on the green development of aquaculture and the reduction and efficiency of fishery drug use, focus on technical research and model integration and innovation, carry out in-depth aquaculture drug reduction actions, and explore the development of antibiotic zero-use breeding technology. Make new contributions to the construction of modern fisheries.
<b>2. Objectives and tasks</b>
In 2018, in 14 provinces (autonomous regions and municipalities) including Beijing, Tianjin, Hebei, Liaoning, Jiangsu, Zhejiang, Anhui, Fujian, Jiangxi, Shandong, Henan, Hubei, Guangdong and Guangxi, the pilot species include grass carp, carp, crucian carp, turbot, snakehead carp, snakehead, tilapia, eel, perch, ornamental fish, etc., to create a core demonstration area for aquaculture drug reduction action, covering a certain number of core demonstration enterprises, and strictly implementing the management system for the use of prescription and over-the-counter drugs. Reduce the use of chemical drugs and antibiotic fishing drugs in aquaculture, achieve a decrease of more than 5% of the use of fishing drugs in the core demonstration areas of the whole year compared with 2017, and summarize the formation of a replicable and generalizable technical model for reducing the amount and increasing the efficiency of aquaculture drugs.
<b>3. Varieties and regions</b>
<b>(1) Turbot. </b>Huludao City, Liaoning Province, and Yantai City, Shandong Province, as the core demonstration areas, the factory breeding mode mainly controls the diseases caused by Vibrio and Edwardia, and reduces the use of doxycycline hydrochloride, florfenicol and sulfonamide fishing drugs.
<b>(2) Snakehead. </b>Zhongshan City, Guangdong Province, and Weishan County, Shandong Province, as the core demonstration areas, the pond culture mode mainly controls the diseases caused by Nocardia and Vibrio, and reduces the use of thiamphenicol and sulfonamide fishing drugs.
<b>(3) Mandarin fish. </b>As the core demonstration area in Qingyuan City, Guangdong Province, the pond culture model mainly controls the diseases caused by columnar xanthobacteria and aeromonas, and reduces the use of neomycin sulfate, florfenicol and sulfonamide fishing drugs.
<b>(iv) Tilapia. </b>As the core demonstration areas, Maoming City, Guangdong Province and Liuzhou City, Guangxi District, pond culture mode mainly controls diseases caused by streptococcus and Vibrio, and reduces the use of fishing drugs such as doxycycline hydrochloride, neomycin sulfate, florfenicol, and thiamphenicol.
<b>(5) Eels. </b>Qingliu County, Fujian Province, as the core demonstration area, pond culture mode, mainly control the diseases caused by streptococcus, Edwardella, etc., and reduce the use of florfenicol and sulfonamide fishing drugs.
<b>(6) Grass carp. </b>Hebei Province, Jizhou City, Anhui Province, Anqing City, Anhui Province, Nanchang County, Jiangxi Province, as the core demonstration areas, pond culture mode, mainly control the diseases caused by columnar xanthobacteria, aeromonas, etc., and reduce the use of doxycycline hydrochloride, florfenicol, thiamphenicol and other fishing drugs.
<b>(7) Carp. </b>Liaozhong County, Liaoning Province, and Kaifeng New District, Henan Province, as the core demonstration areas, the pond culture mode mainly controls the diseases caused by columnar yellow bacillus and aeromonas, and reduces the use of doxycycline hydrochloride, florfenicol and sulfonamide fishing drugs.
<b>(viii) Crucian carp. </b>Tianjin Baodi District, Jiangsu Province, Sheyang County, Jiangsu Province, Xiaogan City, Hubei Province, as the core demonstration areas, pond culture mode, mainly control the diseases caused by aeromonas, columnar xanthobacteria, etc., and reduce the use of doxycycline hydrochloride, neomycin sulfate, florfenicol and other fishing drugs.
<b>(ix) Perch. </b>As the core demonstration area, Pond culture mode in Huzhou City, Zhejiang Province, mainly controls the diseases caused by streptococcus and Nocardia, and reduces the use of fishing drugs such as doxycycline hydrochloride, thiamycin, and florfenicol.
<b>(10) Spotted forktail</b> <b>catfish</b><b>. </b>Xiantao City and Jiayu County in Hubei Province, as the core demonstration areas, pond culture mode, mainly control the diseases caused by Aeromonas, Edward's bacteria, Yersinia luizii, etc., and reduce the use of fishing drugs such as Enrofloxacin, florfenicol, and doxycycline hydrochloride.
<b>(11) Ornamental fish (goldfish and koi). </b>As the core demonstration area, Tongzhou District of Beijing mainly controls the diseases caused by columnarella, Vibrio, Aeromonas, etc., and reduces the use of fishing drugs such as doxycycline hydrochloride, neomycin sulfate, and thiamphenicol.
<b>4. Key tasks</b>
<b>(1) Vigorously promote and popularize precision drug use technology</b>
Adhere to the principle of scientifically standardizing the use of fishing drugs. Carry out monitoring of drug resistance of aquaculture animal pathogens, find out the background of diseases in core demonstration areas, understand and grasp the drug sensitivity and change rules of pathogens of major farmed species, and provide data support for guiding aquaculture industry to accurately use drugs. Strengthen technical guidance on precise medication, accurately diagnose pathogens, and accurately select and determine drug dosages through drug sensitivity tests.
<b>(2) Strictly implement the management system for the use of prescription drugs</b>
Adhere to the principle of using fishing drugs in accordance with laws and regulations. Strictly abide by the "Animal Epidemic Prevention Law", "Regulations on the Administration of Veterinary Drugs", "Measures for the Administration of Veterinary Prescription Drugs and Over-the-counter Drugs" and other laws and regulations, the use of prescription drugs must have a prescription note issued by a fishery practicing veterinarian or fishery rural veterinarian, and use it under its guidance, and strictly prohibit the illegal use of prescription drugs.
<b>(3) Promote green ecological and healthy breeding technology</b>
Adhere to the principle of green development of aquaculture. Establish a core demonstration area for aquaculture drug reduction actions, carry out technological integration and innovation from the aspects of comprehensive disease prevention and control technology, multi-species with ecological breeding technology, aquaculture water quality regulation technology and aquaculture quality monitoring technology, and explore the formation of a comprehensive technical model with good disease prevention and control effect, small use of fishery drugs, water-saving and emission reduction, simple technical operation, and welcoming by fishermen.
<b>(4) Strengthen the quality monitoring and management of the whole process of breeding</b>
Adhere to the principle of strictly monitoring the key links of aquaculture. In accordance with the relevant provisions of the Ministry of Agriculture on the construction of aquatic healthy breeding demonstration farms, pilot enterprises should improve the internal management system of enterprises, establish a quality and safety monitoring technology model that runs through the whole process of aquaculture production, such as seed quarantine, aquaculture water quality monitoring, breeding mode optimization, breeding capacity control, quarantine and disease prevention, input quality testing, product quality inspection, etc., eliminate quality and safety hazards, establish a record system for aquaculture production and aquaculture drug use, and steadily improve the quality and safety level of aquaculture products.
<b>(5) Strive to do a good job in disease monitoring and forecasting</b>
Adhere to the principle of disease prevention and control with prevention as the mainstay. Give full play to the technical support role of the national aquaculture animal disease monitoring and reporting system, strengthen monitoring, timely release disease prediction and forecast information, and establish and improve the rapid reporting channel of disease information. At the same time, the use of mobile PHONE APP and other modern media means, multi-form, multi-channel release of disease prediction and forecast information, improve the arrival rate and coverage of information, so that the disease is predicted in a timely manner and prevented and controlled in advance.
<b>5. Relevant requirements</b>
<b>(1) Strengthen organizational leadership</b>
The aquatic technology promotion agencies of each pilot province shall formulate a pilot work plan for their jurisdiction according to the pilot work plan formulated by the main station, including pilot varieties, management measures and technical measures, etc., and each pilot variety shall select more than 5 core demonstration enterprises in the core demonstration area and submit it to the Quality and Safety Department of the main station before April 30. It is necessary to set up a pilot work leading group, which is responsible for organizing implementation, supervising inspections, and ensuring the smooth completion of the pilot work. It is necessary to fully mobilize the initiative of pilot enterprises and encourage qualified enterprises to carry out pilot projects of zero-use antibiotic technology.
<b>(2) Strengthen technical guidance</b>
In order to ensure the smooth implementation of the pilot work, the main station set up an expert working group on aquaculture drug reduction action (Annex 1) to provide technical guidance to the pilot provinces to carry out drug reduction and other related work. The aquatic technology promotion agencies in the pilot provinces should regularly provide technical guidance and training to the pilot enterprises, focusing on the knowledge and technology of green ecological breeding, comprehensive disease prevention and control and precision medication, and when encountering technical problems, please contact the Quality and Safety Department of the main station or the members of the expert working group in time to solve them together.
<b>(3) Do a good job in production records</b>
Each pilot enterprise should conscientiously make various production records, including stocked varieties, quantities and specifications; feed sources and feeding quantities; fishing drug use varieties, content specifications, prices, dosages, use methods, use time and effects, etc., to provide data materials for the statistical work of the reduction effect of aquaculture drugs at the end of the year.
<b>(4) Widely publicize and guide</b>
All localities are invited to make full use of radio, television, newspapers, the Internet and mobile APP and other media to comprehensively publicize and popularize the concept of green development of aquaculture, laws and regulations on the quality and safety of aquatic products, and vigorously publicize the good experience and good practices obtained from the action of reducing the dosage of aquaculture drugs, so as to provide extensive public opinion support for in-depth promotion of this work and create a good social atmosphere.
<b>(5) Summarize the results in a timely manner</b>
Aquatic technology promotion institutions in each pilot province should track the pilot work, grasp the progress of the work, and ensure the smooth completion of the pilot task. The written materials (including electronic version) of the summary of the pilot work in 2018 (including the development of the pilot work in the jurisdiction, typical experience and socio-economic benefits, existing problems and suggestions for the next step), the statistical table of the use of fishery drugs by the pilot enterprises (Annex 2), and the technical model of the reduction and efficiency of aquaculture drugs (including the overall technical route design, breeding mode, breeding capacity, water quality regulation, disease prevention and control, input use, breeding management and other technical measures) were submitted to the Quality and Safety Department of the main station before November 15.
