On September 24, 2021, Songbei District received the information of Tang Mou, a close contact person for the wedding of Wanda Vista Hotel at noon on September 18, and others, and the district epidemic prevention and control command requested that Tang Mou, a close contact person in its jurisdiction, be quarantined in a centralized manner. The command pushed Tang's information to the Song'an Street Office where he lived, and did not track it again; due to insufficient preparation of the isolation point, the work of the Song'an Street Office was not implemented, and Tang was not transferred in time, until 9 o'clock on the 28th, Tang was not isolated in a centralized manner.

After the outbreak of the epidemic, the Bayan County Epidemic Prevention and Control Command decided that the County Emergency Management Bureau was responsible for the isolation and transfer of close contacts of confirmed cases. On September 26, the isolation and transfer team of the county epidemic prevention and control headquarters transferred the close contacts of the confirmed cases, Han X and Liu X, to two hotels in Harbin City for centralized isolation. At 11:00 and 13:20 on September 27, the above two quarantined persons left the isolation room to the hotel lobby without authorization, causing potential safety hazards in epidemic prevention and control, and the public security organs reprimanded and punished them. After investigation, after the isolation and transfer team of the county epidemic prevention and control headquarters transferred the quarantined personnel to the hotel, due to the untimely allocation of the management personnel of the isolation point and the implementation of epidemic prevention and control measures, there were problems such as 2 isolated personnel leaking out of control and the untimely removal of garbage in the hotel.

In this regard, the Songbei District CPC Committee and the District Government, the Bayan County CPC Committee, and the County Government were instructed to make in-depth inspections of the Harbin Municipal CPC Committee and the Harbin Municipal Government.
