In accordance with the deployment of the Safety Office of the County Education and Sports Bureau, on the morning of April 27, the Shifosi Town Center School organized the second promotion meeting of drowning prevention work to report on the recent drowning of minors across the country, analyze the current severe situation in the town's education system to prevent the drowning of minors, and re-emphasize and redeploy the next step of special governance work to prevent the drowning of minors. Leaders in charge of safety work and kindergarten directors of primary and secondary schools in the town attended the meeting. At the meeting, Qian Zhi, administrative director of shifosi town center, made arrangements for the prevention of minors' drowning in the town's education system.
First of all, Director Qian summed up and analyzed the five characteristics of the drowning accidents of minors: First, most of the drowning deaths of primary and secondary school students occur in the summer, holidays, and after school, and are particularly prominent after the completion of the graduation examinations such as the primary school graduation examination and the middle school entrance examination; second, most of them occur in unattended rivers, ponds, reservoirs, puddles, and other wild waters in urban and rural areas; third, most of them occur in the process of students playing with their own groups, some of them swim in the water and drown, some of them fall into the water, and some of them drown in order to save their fallen companions Fourth, the number of drowning accidents in low age groups is mostly in primary and secondary school students, and the drowning accidents of "left-behind children" are more prominent; fifth, there are many groups of students who are not familiar with swimming skills.
Secondly, the causes of the drowning accident of minors are analyzed: First, the safety awareness is weak and the management is neglected. It is mainly manifested in the fact that some schools and teachers have a relatively weak sense of safety, poor work deployment, inadequate implementation of responsibilities, imperfect safety systems, and a fluke mentality toward safety accidents. Second, safety education has not been implemented, and it is only a formality. Mainly, the content of some school safety education is targeted and ineffective. Third, there is a lack of family safety guardianship, and there is a lack of communication between home and school. Due to the current large number of left-behind children, grandparents to take care of children's left-behind families, many families neglect to educate the safety of their children, did not fulfill the responsibility of guardians, individual schools lack some specific measures in this regard, and communication with students' parents is not smooth.
In view of these problems and in the face of the current new situation, it is required that the next step must be to earnestly enhance the sense of urgency and responsibility of the work, come up with new and powerful measures, further enhance the sense of urgency in preventing drowning, regard the prevention of the drowning of minors as the top priority of the current work, formulate practical and feasible plans, and conscientiously do a good job in the special management work of preventing the drowning of minors.
First, further strengthen the progress of drowning prevention safety education. Strive to do a good job in the anti-drowning work of the town's education system: that is, to issue a letter to parents, sign a letter of responsibility for drowning prevention with students and parents, issue a drowning safety reminder every Friday before students leave school, dispatch a drowning prevention publicity vehicle once a month, hang a drowning prevention publicity banner, open a column on drowning prevention, hold a drowning prevention signing ceremony, and carry out a weekly anti-drowning theme class meeting. Educate all students to remember and do the "six noes", carry out a special warning education on preventing the drowning of minors before the "May Day" holiday students leave school, remind parents of drowning prevention safety education through school communication, WeChat, text messages, etc., and issue the Ministry of Education's "Letter on Preventing Students from Drowning to parents of primary and secondary school students nationwide", requiring parents to sign the receipt, and hold a letter and take a photo with the student, and the school collects and uniformly keeps the receipt and group photo.
Second, further strengthen the care of left-behind children. Weekends and holidays are the blank period of left-behind children's safety supervision, the lack of emotional care, we must take all measures to create all conditions, further strengthen the care and care of left-behind children, further strengthen the follow-up education and intimate care of left-behind children, timely strengthen communication and contact, timely grasp the relevant information dynamics, and provide necessary care and care in a timely manner.
Third, establish a joint defense linkage mechanism. Promote the establishment of a joint prevention linkage mechanism of party and government leadership, departmental linkage, supervision according to law, and social care, further strengthen cooperation with village committees, joint prevention linkage, and mass prevention and group control, especially to find out the situation of dangerous waters such as rivers, ponds, and large puddles around schools, so that they can have a clear idea, set up warning signs, and ensure the safety of students' lives.
Finally, the anti-drowning archives of primary and secondary schools in the town were exhibited and evaluated, and the schools learned from each other's strengths, summed up experience, checked for leaks and filled in the gaps, and further improved the anti-drowning archives.
