In China, state-owned enterprises, especially central enterprises, are undoubtedly the backbone and exemplary, and central enterprises have become the main force of national scientific and technological innovation.
"Science and technology is the weapon of the country, the country relies on it to be strong, the enterprise depends on it to win, and the people's life depends on it." If China is to be strong, Chinese people's lives are to be good, and it must have strong science and technology. On May 30, General Secretary Xi Jinping's speech at the National Science and Technology Innovation Conference and the "Outline of the National Innovation-driven Development Strategy" issued by the CPC Central Committee and the State Council conveyed a strong sense of urgency to build a world science and technology power.
But what is our current situation? Compared with the goal of building a world scientific and technological power, China's development is still facing major scientific and technological bottlenecks, the pattern of core technologies in key areas being controlled by people has not fundamentally changed, the scientific and technological foundation is still weak, and there is still a big gap in the ability of scientific and technological innovation, especially the original ability.

So, who is the core subject of achieving key breakthroughs? General Secretary Xi Jinping pointed out that enterprises are an important force in the close integration of science and technology and economy, and should become the main body of technological innovation decision-making, research and development investment, scientific research organization, and achievement transformation.
Practice has proved that the more basic and key core technologies, the more far-sighted and powerful scientific and technological innovation subjects are needed. In China, state-owned enterprises, especially central enterprises, are undoubtedly the backbone and exemplary, and central enterprises have become the main force of national scientific and technological innovation.
At present, the scientific and technological investment of central enterprises has accounted for 1/4 of the total R&D expenditure of the country, and the proportion of R&D investment in the main business income has reached 1.41%; the R&D institutions of central enterprises, especially the state-level R&D institutions, account for more than 1/3 of the country; the academicians of the two academies of central enterprises account for 1/4 of the country, and a large number of young scientific and technological personnel and high-skilled talents are also growing; from 2011 to 2014, the central enterprises have accumulated valid patents and invention patents, and the number of annual growth is more than 30%. By the end of 2014, the cumulative number of valid patents owned by central enterprises reached 325,000, and 98,000 valid invention patents.
Central enterprises are not old, relying on the indomitable spirit of innovation, they are always young. In new areas such as steel structure, intelligent cloud manufacturing, and the Internet of Things, central enterprises are also at the forefront. At present, the central enterprises have led 140 national and local industrial technology innovation alliances, and built about 250 "double creation" platforms, which have driven the innovation and entrepreneurship of the whole society and small and medium-sized enterprises.
The achievements of central enterprise innovation are not "take-ism" and "closed-door manufacturing", but market-oriented, continuously deepening reform, expanding opening up, improving technology through application, stimulating research and development through demand, and enhancing market influence by enhancing technical strength.
The innovation advantages of central enterprises are also reflected in collaborative innovation. Central enterprises, which already have strong R&D capabilities, have multiplied their innovation capabilities and efficiencies through mutual synergy and cooperation with scientific research institutes, universities and other innovative entities in society. The combination of "government, industry, education and research", the development of "double creation", the formation of an industrial innovation alliance combined with the "industry,000-research" led by enterprises; the combination with the national strategy, the promotion of military-civilian integration, and the active undertaking of major national research and development plans and research and development projects, etc., have made the scientific and technological innovation of central enterprises gather greater potential.
In late May, in the propaganda activities on scientific and technological innovation of central enterprises co-sponsored by the Information Center of the State-owned Assets Supervision and Administration Commission of the State Council and the magazine "State-owned Assets Report", a number of representative scientific and technological innovation projects of central enterprises and their innovation history jointly told such a story: A group of Chinese state-owned enterprises with ideals and not willing to fall behind, under the condition of lack of funds, uninformed projects, no foundation, and blockade, have been willing to be lonely and bear the burden of humiliation for decades, and have achieved zero breakthroughs in key areas, and then realized localization and realized "China Creation".
