8-year-old Cao Ying (pseudonym) is an accountant, originally living a carefree life, but because of love to the abyss of crime, has embezzled more than 9 million yuan of public funds, was sentenced to 10 years. In early September, the procurator of the People's Procuratorate of Toutunhe District of Urumqi City, who undertook the case, told reporters about the case.
Loving vanity, he reached out to public funds
In 2016, Cao Ying, who had just graduated from college, was admitted to a key middle school as an accountant in the school's canteen, managing the food expenses of more than 2,000 students in the school, handling millions of yuan per month.
By chance, she met the sunny and handsome Li Jun (pseudonym), regarded him as the Prince Charming in her heart, and soon the two established a romantic relationship.
In order not to disappoint her lover, Cao Ying set her sights on public funds. The first time she committed the crime, she was worried about being discovered, only took 10,000 yuan for the credit card, thinking about making it back later, after a period of time, seeing that no one noticed, the stone in Cao Ying's heart fell, and the courage was getting bigger and bigger.
Desperate to take risks and step into the abyss of crime
Later, Cao Ying took public funds several times and successively purchased several luxury cars such as BMW and Porsche for Li Jun. Later, Cao Ying became more and more unscrupulous, taking advantage of the loophole that the cashier in the financial room did not deposit the transfer check, the cashier's private seal, and the financial official seal into the safe in accordance with the regulations, and successively stole 47 blank transfer checks, stamped them, and transferred the public funds out for her boyfriend to use in the form of invalid checks and false cheques, the highest of which amounted to more than 400,000 yuan.
Cao Ying took millions of yuan to decorate Li Jun's car decoration shop, pay workers' wages, and buy Rolex watches and LV satchels. In addition, every year, the two traveled domestically and internationally from time to time, and even used embezzled public funds to buy a marriage house. In 2020, Cao Ying and Li Jun finally received a marriage license.
Soon after they got married, Cao Ying's embezzlement of public funds was revealed. After investigation, Cao Ying embezzled more than 9 million yuan of food expenses in the school canteen from 2016 to 2020.
In December 2020, the Toutunhe District People's Court in Urumqi city ruled on the case, sentencing Cao Ying to 10 years in prison and a fine of 500,000 yuan for embezzlement, and Li Jun is also under investigation for suspected crimes.
A thought-provoking warning
Young girls must have a correct view of love, do not lose their direction, hover on the edge of illegal crimes, and eventually ruin their future. At the same time, the case also reflects the loopholes in the financial systems of some units and the lack of effective financial supervision mechanisms. Public funds have been embezzled for several years without being discovered, and the school's supervision department has a great responsibility. To this end, the procuratorial organs issued procuratorial recommendations to the units involved in the case, requesting that rectification and reform be strengthened and the financial supervision and management system be improved.
