"My PE teacher is a world champion!" This semester, many students in Chengdu Municipal District of Tianfu New District (hereinafter referred to as "Tianfu New District") in Sichuan especially like to show off their physical education teachers.

In April this year, the Sichuan Provincial Department of Education, the Provincial Department of Human Resources and Social Security and other four departments jointly issued the "Notice on Effectively Doing a Good Job in the Work Related to Retired Athletes of Outstanding Sports Teams in Our Province as School Sports Coaches", which accurately and detailed the matters related to retired athletes serving as school sports coaches from the aspects of scope of application, post setting, job responsibilities, employment conditions, and establishment and use, providing a policy basis for retired athletes to enter schools to engage in sports work in the future.

Tianfu New District, as the first individual education integration reform pilot area in Sichuan Province, has innovated and established a physical education teacher sharing mechanism, and recruited retired world champions, retired athletes, coaches and outstanding physical education teachers and other sports talents to the Tianfu New District Physical Education Teacher Sharing Center, and through the way of "scheduling classes and going to school" in the whole district, to serve as physical education teachers in primary and secondary schools. At present, 56 sports talents have entered 11 pilot schools in Tianfu New District through the Physical Education Teacher Sharing Center to take regular physical education classes.

Build a physical education teacher sharing center to recruit talents

The "Opinions on Comprehensively Strengthening and Improving School Physical Education Work in the New Era" pointed out: "Encourage schools in the basic education stage to open one physical education class per day. "Since the autumn of 2020, Tianfu New District has begun to implement one physical education class per day in primary and secondary schools.

"The number of teachers as a whole is enough, but according to the requirements of the Opinions, the national curriculum will be opened, and the physical education teachers will be tight." Huang Fang, vice principal of Taiping Middle School in Tianfu New District, said that because of the structural shortage of teachers in the school, sometimes teachers from other disciplines can only be mobilized to take physical education classes.

Taiping Middle School currently has 25 classes. Huang Fang calculated an account for the reporter: taking the middle school as an example, if according to the standard of one physical education class per student per day, the school needs at least 6 physical education teachers to open the national curriculum, while the current school has only 4.

And this is not a problem unique to Taiping Middle School.

"Primary and secondary schools should have one physical education class every day, and the shortage of teachers is the first problem." Li Guang, secretary of the Education and Health Working Committee of the Tianfu New District Party Working Committee, did a survey, and the results showed that among the 58 schools in the compulsory education stage of tianfu New District, there was a shortage of more than 100 physical education teachers. At the same time, in terms of physical education teacher quality, there are problems such as low professional title structure, aging and low proportion of famous teachers.

The large shortage of teachers, the limited quality of teachers, and the single teaching content are actually common problems faced by many regions in promoting sports work in the new era. At the other end, the career transformation channels of retired athletes are not smooth.

How to crack such a bipolar contradiction? In Li Guang's view, the key is to build a platform to break the situation, open up the channel of double selection, and integrate to solve the problem of education and sports.

In July this year, the Tianfu New District Physical Education Teacher Sharing Center was officially established, and immediately issued a talent recruitment announcement, and held a double selection meeting for outstanding physical education teachers and outstanding retired athletes. In August, 125 sports sharing teachers participated in the practical training assessment, and then the school and the qualified teachers of the practical training assessment conducted double selection to accurately match the needs of the school, and finally 56 teachers were successfully selected and officially settled in the school on September 1. In addition, a total of 69 retired athletes signed an intention agreement with the sharing center, accounting for 67% of the 102 outstanding retired athletes signed by Sichuan Province, of which 8 Olympic champions and world champions such as Jiang Wenwen and Jiang Tingting, world champions of synchronized swimming, joined the champion resource pool of the sharing center.

On September 8th, the induction ceremony of retired athletes of Sichuan Provincial Outstanding Sports Team as school sports coaches was held, and Luo Qiang, vice governor of Sichuan Province, personally issued certificates to retired athletes as representatives of school sports coaches, and retired athletes officially began the role change to school sports coaches.

Share how physical education teachers are selected

"The teaching level and teaching quality of physical education teachers need to be improved, the gradient construction is weak, and the athlete-type teachers are scarce." Before the establishment of the physical education teacher sharing center, Tianfu New District did a full investigation, and the existing physical education teachers in the school were not optimistic.

In Li Guang's view, it is necessary to solve the problem of teachers in the basic national curriculum through the physical education teacher sharing center, and even more to solve the problem of student sports expansion. In the context of "double reduction", how to meet the individual needs of students and how to deepen after-school services in school art and sports education need to be considered as a whole.

The goal of Tianfu New District is very clear, by 2025, the excellent rate of students' physical health should reach 68% (the municipal target is 65%), it is necessary to cultivate students' two or more sports skills, and fully implement the "one school, one product" and "one school multiple products" project. At the same time, the establishment of provincial and above sports champions "reservoir", leading the development of school sports in Tianfu New District, to create 10 to 15 sports characteristics.

Under such a goal, the question of how to choose shared physical education teachers is clear.

"Combining full-time and part-time, ordinary physical education teachers and special sports talents go hand in hand." Chen Chaoqiong, head of the Tianfu New District Physical Education Teacher Sharing Center, told reporters that the center adopts full-time, part-time, expert consultants and other flexible methods to introduce talents, and gradually forms a diversified teaching team composed of Olympic champions, outstanding athletes, retired athletes and full-time teachers.

It is worth mentioning that for those who have not yet obtained a teacher qualification certificate, Tianfu New District clarifies that if they serve as a school sports coach, they can directly hold the coach qualification certificate or athlete level certificate into the platform, and after the interpretation and training of pedagogy, educational psychology, and physical education curriculum standards, they can be qualified and put on the job. For teachers who need to serve in the national curriculum, they need to obtain a teacher qualification examination within the specified time.

"We have built a 'district school recruitment' center for physical education teachers." Chen Chaoqiong introduced that in the specific management and use, all national curriculum, delayed classes, and training course needs are "ordered" by the school, and the center matches the corresponding resources according to the needs of the school, the whole district coordinates the scheduling of classes, and teachers share "walking teaching". Among them, the cost of the national curriculum teachers is uniformly "paid" by the government and paid by the sharing center. The school's self-selected special projects are recommended by the center and reviewed by the teachers, and the school pays for itself.

In terms of organizational structure, the Physical Education Teacher Sharing Center has set up a party branch, a teacher service department, a business development center, an IT platform technology center and a resource management center. At the same time, in order to ensure the smooth progress of the integration of sports and education, Tianfu New District signed cooperation agreements with Sichuan Normal University, Chengdu Sports College and Sichuan Sports Vocational College. The sharing center will not only cooperate with professional colleges and universities in the introduction of talents, but also use the scientific research strength and training system of colleges and universities to achieve the integration of teaching and teaching and research in terms of induction training and qualification certificate acquisition after recruiting teachers.

The sharing mechanism is expected to be extended to art education

Jiang Jiao is a first-class weightlifter who has served as a coach for the municipal weightlifting team. In August this year, she saw the teacher recruitment announcement of the sharing center and excitedly signed up for the job. In September, after completing a series of assessment interviews, she officially began her work at Taiping Middle School, undertaking the national curriculum of physical education in the first year of junior high school and providing some after-school delay services.

"I hope to be able to take the national curriculum well, but I also hope to use my expertise to give students more exposure to different sports." Today, Jiang Jiao is working on the formation of a school weightlifting team, and now the preliminary selection has been completed, and 13 students have been selected.

Gong Minghui, head of the school's physical education teaching and research team, said that the school has set up a weightlifting team before, because of the lack of professional teachers, forced to suspend halfway, now with professional teachers, the school weightlifting team can be trained again, and the students' sports development has new possibilities.

Different schools have different school conditions, and the needs for physical education will also be different. Taking Huayang Middle School in Tianfu New District as an example, at the beginning of its establishment in 2001, the school put forward the concept of "health first" and began to take the road of integration of sports and education in 2004. After more than 10 years of exploration, the school has introduced professional teachers through cooperation with professional colleges, sports associations, clubs and other institutions, and opened a number of sports projects such as football, athletics, hockey, and swimming, and forged a path of development with sports characteristics.

"What we are eager for is more professional teachers to promote the development of the school's characteristics." Zhu Changshui, principal of Huayang Middle School, introduced that in the school double selection process, Huayang Middle School hired a total of 11 physical education teachers from the shared center.

"In the next step, we will continue to summarize and improve, and gradually extend to the fields of art education and labor education." For example, invite music masters and art masters to the campus to strengthen the collaborative education community and achieve the goal of 'five education at the same time'. Li Guang said that Tianfu New Area, a new path of sports development led by the government, managed by teachers, and shared in resource allocation, can be promoted when it is mature and expanded to other fields.
