Macao parliamentarians interview, Li Jingyi: Parliamentarians and trade unions are both responsible for encouraging young people to equip their own parliamentarians in a timely manner, the work of associations complements each other, and the work of direct election does not change the life of parliamentarians

Encourage young people to equip themselves in a timely manner

The reporter of this magazine went to the Parliamentary Office of the Federation of Trade Unions located next to Sitakou Park as scheduled, and Li Jingyi, who was dressed in a simple and generous costume, personally came to the gate downstairs, she opened the conversation box and said: This is the first time after the epidemic that she has been invited by the monthly magazine to accept a personal interview, and thanked the reporter. Immediately led the reporter to walk several stairways in a row to the conference room of the parliamentarian's office with a few clear windows. The topic of our interview naturally started with the impact of the epidemic on Macao society, especially the employment of young people.

Recalling the road to job hunting in that year, Li Jingyi described it as an eye-opener, "The current employment environment is as severe as the situation during the SARS period." At that time, I was studying at a university in Guangzhou, and I needed an internship before graduating, so because my major was administration, I recommended myself to do an internship in the Federation of Trade Unions. A social freshman who doesn't know anything suddenly has to face a large number of cases of help, from basic treatment to paperwork operations, all of which are a zero start. The reporter asked whether he was satisfied with this road to politics. She laughed and said: In fact, going to work in the community at that time was not what was originally expected. When I graduated from college in 2003, the social situation at that time was somewhat similar to today's, the economic environment was not good, the unemployment rate was high, and many new people in society were very confused and could not see where the employment prospects were. I plucked up the courage to ask Sister Guan if she could ask me to become a full-time parliamentarian assistant in the Parliamentarians' Office. The work of the Parliamentarians' Office includes: communicating with the helpers, communicating with enterprises and government departments, and calming the emotions of the helpers, and soon found that they were not capable, especially remembering that some people who asked for help asked at that time: What should I do next? And I don't know how to soothe their anxious mood.

Macao parliamentarians interview, Li Jingyi: Parliamentarians and trade unions are both responsible for encouraging young people to equip their own parliamentarians in a timely manner, the work of associations complements each other, and the work of direct election does not change the life of parliamentarians

"This experience is a very important change in my life, as a social newcomer did not think too much, only felt that the parliamentarian assistant is a job to help people, but also realized that they have a lot of shortcomings, need to redouble their efforts to learn a variety of knowledge and communication skills, in order to meet the needs of the work." Li Jingyi added.

The reporter asked her to share what are the secrets of success in personal growth? Li Jingyi said very modestly: I dare not say what successful experience I can share with my young friends! However, from the perspective of common encouragement, in the face of adversity, we must have a mentality of being willing to learn and pursue progress, after all, the development of society is too fast, and the requirements for young people will become higher and higher, so we can only cope with the needs of social progress if we equip ourselves.

The work of parliamentarians and associations complements each other

As we all know, the Macau Federation of Trade Unions is the largest traditional association in Macau, with 70 directly subordinate groups covering various industries. In the words of Li Jingyi, since 2003, she officially became an assistant to the parliamentarians' office of the Federation of Trade Unions, began to become a member of the trade union, and since then she has stood behind the parliamentarians and worked deeply on the front line, receiving citizens, following up on individual cases, understanding public opinion, and every step is listening to learning, multi-party communication, to gradually solve problems. At the same time, she has also shouldered many important positions in the trade union, including the vice president of the Federation of Trade Unions, the director of the Rights and Interests Work Department of the Federation, the representative of the Labor Organization of the Executive Committee of the Standing Committee for Social Coordination, the member of the Remuneration Council for Public Servants, etc. There are so many positions in the association, does this conflict with the work of the members of the Legislative Council? How to balance the relationship between the Legislative Council and the work of the community?

Lee disagrees with the conflict, "Whether in the Legislative Council or the trade union community, there is relevance in work. I am a legislator representing the labor community, naturally the most contact is related to labor security, labor legislation, work often encountered issues that I am not familiar with, can only consult the predecessors of the trade union, workers in different professional fields, through their participation, know what aspects to pay attention to to supplement, these for my work in the Legislative Council, provided great help and support. It can be said that the work of parliamentarians and associations will not only not have conflicts, but will have a mutually reinforcing relationship. ”

The choice of intervals and direct choices remains unchanged

In 2013, Lee Ching Yee was well known to Macau people for her election as an elected member of parliament, and in 2017 she switched to the direct election category, winning the title after winning the vote in one fell swoop, which became a good story. She confessed to reporters that the work of the two parliaments spanned eight years, and her personal feelings were very different. "In the first four years, I was elected as an elected member for the first time, and the requirements for me in society were treated as newcomers, but the second term was directly elected to the parliament, and the society no longer treated you as a newcomer, but as an experienced parliamentarian, and the natural requirements will be higher."

Is there a difference between the mention of inter-election and direct-elected members? Li Jingyi believes that although the methods of election and the election process are different, the content of the work is not large, and the weight of each vote cast in the parliament is the same, but it is worth noting that the society is developing rapidly, the citizens' requirements for parliamentarians, and the issues that the citizens are concerned about are changing all the time.

The reporter asked whether direct election is more powerful than indirect selection? Li Jingyi did not agree with this statement, she explained to reporters that the composition of the electorate is different is a fact, but everyone thinks about it, Macao employed population of more than 200,000, in fact, the residents represented by the alternate election are also a large group, this group of residents care about the same issues, as more than 300,000 voters in Macao, nothing more than life, employment, housing, transportation, economy and so on. Moreover, residents have the same evaluation criteria for the performance of parliamentarians, concerns about issues, and case resolution, whether elected by chance or directly elected, everyone shoulders the same work pressure, and hopes to do their own duties, be responsible to the whole society, and speak out for the interests of the whole society, rather than just representing the interests of residents voting for the sector.

Parliamentarian career bittersweet self-knowledge

The reporter asked Li Jingyi to share what she was proud of in her eight-year deliberative career. And what are the things that are not done enough and are regretted? She responded: "If you want to evaluate, on the whole, I am more satisfied with the efforts made by our team over the past eight years, promoting the revision legislation in the field of labor and people's livelihood, including the Labor Relations Law, the Labor Procedure Law, the Employment of Non-resident Employees Law, the Non-mandatory Central Provident Fund System, the Social Housing Legal System, the Economic Housing Law, etc., as well as the improvement of policy requirements related to the vital interests of employees, such as the overlapping leave, men's maternity leave, occupational safety and health compensation protection, and casino tobacco control." These achievements are not easy to come by, in addition to thanking the trade union team, but also thanks to the participation of people from all walks of life, providing us with all kinds of information, so that we can have a deeper understanding of professional knowledge, broaden public opinion, and ultimately successfully promote legislation. ”

She went on to add: "The term of office of the Legislative Council this year is numbered, and there is less than eight months left, and I personally summarize it with effort and satisfaction. In the future, regardless of the job position, my team and I will continue to listen to the opinions of residents, strive to promote job security and safeguard labor rights and interests, and follow up on the places that still need to be improved, such as there are still many places for review and revision of labor legislation, which requires us to step up our efforts. Looking forward to the future direction of work, in the short term, we should focus on the impact of the epidemic on the economy and the impact on residents; In the longer term, we should pay attention to economic diversification and talent development; What needs to be paid continuous attention in the short, medium, and long term can be said to be the issue of housing that the vast number of residents are concerned about. In addition, urban planning, land resource management, community environmental beautification, old city reconstruction, balance between urban development and conservation, etc., which are related to the future development of the city, are also the core issues that will be paid close attention to. ”

When the reporter asked her what expectations she had for herself, she laughed and said: "Being elected as a parliamentarian has enabled me to earn a lot of life experience, and it is also an opportunity for me to continue to learn and grow personally. She added: "The happy moments are helping residents solve difficulties, and of course, there are also moments of loss and sadness that may not be satisfactory for residents to solve problems. I especially remember that during this Legislative Council period, Macao experienced three major social events. The first was the 8.23-day pigeon storm, which was a very painful experience for Macau people; The second was the mangkhut wind disaster, and although the SAR Government made sufficient preparations, it still brought considerable destructive power; The third was the COVID-19 outbreak that began at the beginning of last year and still deeply affects all aspects of Macau society. Fortunately, every natural disaster accident is the moment when Macao people exert their spirit of solidarity and mutual assistance, and during the two wind disasters and epidemics, many good people and good deeds have donated aid and distributed food masks, which has made us see the cohesion of the entire Macao society and highlighted that many Macao people love Macao as a home. This touching story of social adversity also inspired me to love our Macau even more, work harder, and take on the heavy responsibility of being a member of parliament. ”
