Does the Afghan government still have a chance to "turn the tables"? The answer seems to be locked in the "anti-Tajik coalition" led by Saleh.

On August 19, five days after taking over Kabul, the Taliban announced the establishment of the "Islamic Emirate of Afghanistan."

The president fled, the capital fell, and Atta's rapid establishment of the country, and the situation in Afghanistan, which seems to have been decided by the overall situation, it is easy to ignore the undercurrent behind it.

Since entering politics at the age of 20, Saleh has been a staunch "anti-tower fighter.". At the moment when the president fled, he gathered many forces to engage the Taliban in a fierce exchange of fire, showing a hardcore posture of never bowing his head.

The "anti-Tajik alliance" will never bow its head

The vast Hindu Kush Mountains stretch westward from the Pamir Plateau and merge with numerous rivers in Afghanistan to form a narrow valley running northeast-west and southwest-east. This canyon in northeastern Afghanistan, which has an ancient Persian name , "Panjhir," meaning "five-headed lion," is just a 2-hour drive from the capital, Kabul.

Steep Panj hill gorge.

This rugged, easy-to-defend gorge has historically been regarded as a mecca for rebels and refugees, and was home to the stronghold of the anti-Tastal forces of the Northern Alliance in the 1990s, and is known as the "last tolerant corner" of Afghanistan.

It was here that Afghan Northern Alliance leader Ahmed Shah Massoud rebelled against the Taliban 20 years ago and was eventually assassinated by members of al-Qaida disguised as journalists.

Twenty years later, his eldest son, Masood, flew from Kabul to Panjshir to fight alongside anti-Tajikistan forces such as Saleh and Defence Minister Bismila Khan Mohammed in Ghani's cabinet.

Sources from the Kabul military indicate that forces of former Afghan First Vice President Rashed Dostum, who refused to surrender, are also on their way to Panjhir to rally with local armed forces to resist the Taliban. They also gave themselves a new name: the Panjhir Resistance.

"Our Afghans have taken up arms and have responded to the call to join the Panjhir Resistance Movement in the last 72 hours. There were regular Afghan soldiers who opposed the surrender of their commanders, and they were coming towards the Panjshir Valley. Former members of the Afghan Special Forces have also joined the fighting. Masood said in an article in the Washington Post.

The fierce exchange of fire to retake the provincial capital city of Charikar on the 17th may be just a prelude, and the storm is brewing again in the "last tolerant corner".

With the seizure of Charikal, southwest of Panjhir, by anti-Tajikistan forces, the strategic road linking Kabul to Mazar-e-Sharif, the largest city in northern Afghanistan, was cut off, and the situation was temporarily stalemate.

"We are in Panjshire and will stand with the people until the last moment." Pony Sood said.

Saleh, on the other hand, had vowed as early as the day the Taliban occupied Kabul that he would never live in peace with the Taliban, and after the capture of Charikal, he stressed that he would never bow to the Taliban and fight to the end.

It is worth mentioning that Saleh and Xiao Masoud are both Afghan Tajiks, and the formation of an "anti-Tajik alliance" has the dual meaning of tribal politics and ethnic contradictions.

Intelligence chief born, nicknamed "Nine Lives"

Compared to Ghani's hasty escape, Saleh is particularly tough. As an old subordinate of Massoud, Saleh was deeply influenced by his religious values and regarded the Taliban as an enemy.

Saleh.

Saleh was born in October 1972 to a poor Tajik family in the Panjshir region. When he was 7 years old, the Soviet Union launched a war of invasion, bearing the brunt of the Panjshir region in northeastern Afghanistan. After spending his turbulent teenage years in the midst of war, saleh, 20, joined the armed forces commanded by Massoud and was active on the front lines against invaders.

For a full 10 years, from 1979 to 1989, Masood held firm control of the seventy-mile-long Panjshir Gorge. Under The leadership of Massoud, the Soviet army's nine encirclements and suppressions were fruitless, which earned him the reputation of "Panjhir Lion".

Massoud admired saleh, who was decisive, courageous and eloquent. After the withdrawal of the Soviet Union, Afghanistan entered a period of competition for supremacy. In 1992, Massoud sent Saleh to Pakistan to study "Post-Conflict Reconstruction and Management" in the hope that he would become the backbone of Afghanistan.

Just as Saleh's career was in full swing, the situation changed again. The Taliban occupied Kabul in 1996 and made Saleh a key target. To find out her whereabouts, Atta tortured Saleh's sister and tortured her to death. "My sister's death changed my view of the Taliban forever." Saleh said in an exclusive interview with Time magazine.

At that time, the Afghans' resistance to the Soviet invasion was supported by the United States, and many "hills" established relations with the United States. In 1999, Saleh was sent to the United States by Massoud to participate in the CIA's Seed Intelligence Officer Program, and then in Tajikistan as a liaison officer for the Northern Alliance, responsible for intelligence gathering and external liaison, which laid the foundation for his subsequent management of Afghan intelligence.

After the outbreak of the Afghan war in 2001, the superior U.S. military quickly defeated the Taliban. With his high level of English and extensive combat experience, Saleh soon became the main military leader and intelligence chief of the Northern Alliance, and rose to the leadership after the formation of the new Afghan government.

Three years later, saleh, 32, became the second director of Afghanistan's National Security Service. During his tenure, the Afghan National Security Service successfully infiltrated the Taliban and al-Qaida networks and obtained a wealth of intelligence. The following year, Saleh led the work on the Strategy of Afghan Rebels and Terrorists, which later became an important guide for the Afghan government in its fight against the Taliban.

Saleh, who has been fighting the Taliban for decades, is arguably one of the most "knowledgeable" officials in the Afghan government hierarchy. The youthful influence of Massoud's side, coupled with the hatred between public and private sides, made Saleh a staunch "anti-tower fighter", gritting his teeth when he mentioned the Taliban.

During his time at the helm of The Afghan intelligence agency, Saleh had many heated clashes with then-Afghan President Hamid Karzai and others over the idea of negotiating with the Taliban. Eventually, Saleh was forced to resign as director of state security in 2010. Immediately after leaving office, he launched an anti-Tajik campaign and became the most outspoken critic of the Taliban.

Former Afghan President Hamid Karzai.

After Ghani took office as President of Afghanistan in 2020, Saleh became first vice president and remained "unchanged" as president. He high-profile opposition to the U.S. decision to engage and negotiate with the Taliban predicted that the U.S. move would lead to the Taliban's rapid seizure of control of Afghanistan after the withdrawal of its troops.

Now it seems that it is really a slur.

Saleh, who is at odds with Atta, has been targeted for assassination several times: on July 28, 2019, three assassins broke into Saleh's office, a suicide bomber detonated himself, killing at least 20 people and injuring 50 others; on September 9, 2020, Saleh was injured in a roadside bomb attack in Kabul, which killed 10 people and injured 15 civilians, including his bodyguard...

The experience of surviving numerous assassinations allowed Saleh's nickname "Nine Lives" to spread.

Unlike Saleh's stark "anti-tower fighter" image, The Little Masood, who fights alongside him, is open to dialogue with the Taliban, saying in interviews that he wants to establish an all-inclusive government. He lives in Tajikistan with his mother and 4 sisters, has a quiet personality, behaves and dresses very much like his father.

After his father was assassinated in 2001, Masood initially did not have a son to inherit his father's business. "Dad didn't want me to get a military education. He said that when I grow up, the world will return to peace, so I must now prepare for a peaceful world. Masood, then 13, said in an interview with the media.

He did plan his life according to his father's expectations: after graduating from college, he neither joined the military nor entered politics, but served as the CEO of the Massoud Foundation, mainly promoting cultural and sports activities for teenagers.

This time, Xiao Ma Sud suddenly appeared in the jianghu and followed in the footsteps of his father, which surprised the outside world. But he had told the media that he had learned three things from his father, Massoud: to be brave, to love our country, and to fight for a free Afghanistan.

The "Son of the Lion" and the "Anti-Tower Fighter" may have joined forces out of respect for Massoud.

Strength is the key

After Saleh's self-proclaimed "interim president", is it possible for the anti-Tajik front to rise against the trend?

Analysts believe that the name of "interim president" is not important, and whether the Panjhir resistance forces can continue to gather anti-Tajikistan forces and comprehensively confront Atta is the key.

Civilian anti-tower forces are also stirring. On August 19, the day before the observance of Afghanistan's Independence Day, dozens of people gathered in the eastern Afghan city of Jalalabad. They lowered the flag raised by the Taliban and raised the tricolor flag of Afghanistan again.

Meanwhile, there were reports that Atta had shot himself in the air and attacked protesters from Jalalabad with batons. In the process of dispersing the crowd, some people were injured or even killed. This has reignited concerns about how Atta will rule the country.

At present, Saleh and Masood are meeting with the local armed forces to discuss the next course of action. Saleh called on more Afghans to join the resistance.

A senior Afghan government official overseas told the UAE's El País that while the Panjhir can control the valley indefinitely, it is unclear how long they will be able to sustain the political impasse. "The Taliban may try to lure them into the government, and pressure from Afghanistan's neighbors may eventually force the Panjahir forces to make concessions."

The G7 foreign ministers and EU high representatives discussed the situation in Afghanistan on the 19th, saying that they would continue to seek an inclusive political solution with partners, provide humanitarian assistance and support in Afghanistan and its surrounding areas, and prevent the crisis from escalating.

On the same day, Chinese State Councilor and Foreign Minister Wang Yi stressed in a telephone conversation with the British Chief Minister and Minister of Foreign Affairs and Development Raab at the invitation that there is still instability and uncertainty in the situation in Afghanistan in the next step. The international community should encourage and guide in a positive direction, rather than exerting more pressure.

Some analysts believe that the current new tug-of-war situation provides an opportunity for the United States and other Western countries to continue to intervene in the situation in Afghanistan. Whether the war between "interim president" Saleh and the Taliban will develop in a long-term manner depends on whether the anti-Tajik forces will be supported by major powers outside the region. In the face of Afghanistan's complex history of traditional tribal strife for thousands of years, any simple assertion is blind and one-sided.
